• Traffic that "cuts through" neighborhoods on streets that are not designated nor designed <br /> for commuter travel is addressed by the Neighborhood Traffic Mitigation Program (see <br /> Decision Document pg 37). <br /> • Neighborhood traffic mitigation will address safety as well as the volumes of cut through <br /> traffic, and will design solutions based on detailed analysis of specific traffic or safety <br /> problems and include involvement of the affected community. Mukilteo will receive <br /> $390,000 in neighborhood traffic mitigation funds. <br /> • Mukilteo must spend mitigation money to mitigate neighborhood "cut through" traffic. <br /> • Mr. Miller resides within the City of Mukilteo. <br /> • Further analysis of neighborhood traffic shortcutting must be conducted to determine <br /> specific areas and type of solutions to mitigate neighborhood impacts. <br /> Conclusions: <br /> • Traffic volumes in the County and region will increase as a result of overall growth, <br /> including the Expansion of Boeing. <br /> • Mitigation for the Expansion will minimize congestion impacts on primary travel routes <br /> and will directly address neighborhood traffic impacts through a special program. <br /> • The record demonstrates that sufficient mitigation monies have been provided to mitigate <br /> impacts on neighborhood streets in Mukilteo. <br /> • The record does not provide a basis to modify the decision of the Responsible Official. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document as providing adequate mitigation for neighborhood <br /> traffic impacts. <br /> SECTION 40: FIRST TIME HOMEBUYER FINANCING ASSISTANCE <br /> Findings: <br /> • The EIS analyzed the ability of Boeing employees to buy homes (see DEIS App. I & DEIS <br /> 3.10.3.4).
