3
5.1 Update and Revise Permit Application Supporting Materials: Update and/or revise
permit application supporting materials as requested through review of initial submittals
to the US Army Corps of Engineers (Corps), Washington State Department of Ecology
(Ecology), and Washington Department of Fish and Wildlife (WDFW) for the projects
submitted under the 30% development package. Previously submitted documents
include JARPA, CZM Form, Final Wetland and Stream Determination Report,
Conceptual Compensatory Mitigation Plan, and Biological Evaluation Supplement.
Deliverables: 1) Updated/revised JARPA, including figures. 2) Updated/revised Wetland
and Stream Determination Report(as prepared under Task 1.2). 3) Updated/revised
Compensatory Mitigation Plan. 4) Updated/revised BE Supplement.
006. Wetland and Habitat Enhancement
6.1 Advance Wetland and Habitat Enhancement Components toward 60% Design:
Provide additional detail to 30% document set to advance to design development,
incorporating information made available through CITY review and any preliminary
permit agency comments, soils information data gathered from field exploration, and
hydrological information provided by other team members. Areas included are the
Railroad Corridor channel, North Wetland Complex, and South Wetland Complex
(exclusive of the Constructed Wetland).
6.2 Stormwater Design: Provide analysis and advance the preliminary design of
stormwater systems for Early Phase Projects, including Railroad Corridor Channel,
North Wetland Complex, and South Wetland Complex (exclusive of the Constructed
Wetland). Scope includes coordination of design team meetings to review findings,
develop strategies, and resolve coordination with stormwater facility design for Group 1,
Group 2, and developer projects. This scope of services is defined within the legislative
grant for stormwater facilities.
Deliverables: 1) Study exhibits to advance PS&E of Railroad Corridor Channel, North
Wetland Complex, and South Wetland Complex.
007. Geotechnical Engineering Design and Review
7.1 Advance Riverbank and Slope Stabilization Components toward 60% Design:
Provide testing and lab services for future design recommendations in these areas: 3-
Acre Park riverbank, Railroad Corridor channel outfall and trail embankment, North
Wetland Complex channels and outlets, and South Wetland Complex channels and
road/trail embankment (exclusive of the Constructed Wetland).
Deliverables: 1) Study exhibits to advance PS&E of Riverbank and Slope Stabilization
measures.
008. Trail Development
8.1 Advance Trail Components toward 60% Design: Provide additional detail to 30%
document set to advance to design development, incorporating information made
available through CITY review and any preliminary permit agency comments, soils
information data gathered from field exploration, and hydrological information provided
by other team members.
