Based on the data acquired from the utilities,MSA will develop preliminary alignment, taking into consideration the roadway improvements and the respective utility standards to be provided by each utility. The development of plans for the relocation of existing utilities is dependent on the timely delivery and coordination of accurate and complete plans and information from each utility. 4. Prepare Opinion of Construction Cost-Prepare preliminary construction cost estimates for water main and utility improvements based on a 30% complete design level. 5. Prepare Memorandum- Prepare a technical memorandum to discuss water main and utility improvements to document the work performed under this work task and to be incorporated into the Alternative Study Report prepared by TranTech. TASK 7: CONSTRUCTABILITY & ESTIMATION: This Task will be performed by TranTech's subconsultant, Ott Construction Consultants(Ott)to provide public constructability and construction estimation services. The Task includes the following activities: A. Support the BNSF Coordination with specific construction means and methods, durations, and sequencing to satisfy the BNSF requirements. B. Lane closure and detour planning review and attend one meeting on traffic staging. C. 30% PS&E Design Report 1. Attend 2 meetings in Everett 2. 30% Estimate: Develop Bid Item list and provide a Cost Estimate based upon the 30% concept. Quantities provided by design 3. 30% Project Schedule: Develop a Project schedule using Bar Charts utilizing any and all constraints 4. 30% Document Reviews: Review the 30%Plans and Specifications for constructability and consistency. Deliverables: • Bid Item list for proposal • Project Estimate based upon 30%concept • Project CPM Schedule based upon 30% concept • Comments from the 30% Plan and specification review 27
