Prepare kick off meeting notes and risk register that lists the risk events brainstormed <br /> during the kick-off meeting along with their estimated probabilities, consequences,and <br /> proposed mitigation (as available). This risk register will be updated and maintained <br /> throughout the project. <br /> 2. Prepare an agenda, attend, and facilitate a Level of Service (LOS) meeting. The purpose of <br /> the meeting will be to begin to discuss and define the acceptable levels of service <br /> (performance measures) within Everett's separated and combined sewer systems. <br /> A. The City will discuss this item in-house before giving direction to HDR. <br /> B. The focus will be on a discussion of methods for defining levels of service and a <br /> comparison (based upon existing benchmarking) with other Washington communities. <br /> This item will reference a report that was completed for the City after the June 2010 <br /> storm. <br /> C. The objective of the meeting is for City internal stakeholders to formulate an <br /> understanding of the issues associated with defining sewer system levels of service; and <br /> then to describe levels of service goals that will be used to evaluate sewer basins, as <br /> well as be used in the development of alternatives for meeting these levels of service <br /> goals. <br /> 3. Review and suggest minor scope modifications (if any) that would fall within the context of <br /> the approved scope and budget. <br /> 4. Prepare a brief (five pages max) Level of Service Memorandum, containing notes from the <br /> LOS meeting as well as a proposed definition of City desirable levels of service for the <br /> separated and combined sewer systems. It is likely that different combined sewer basins will <br /> have different LOS. <br /> 5. After City review and approval, the criteria contained within this memorandum will be used <br /> for the development and analysis of system alternatives. <br /> City Responsibilities <br /> 1. Reserve the large Spada conference room for both meetings. <br /> 2. Invite City staff to attend each meeting. <br /> A. Kick-off meeting attendees: Sewer/combined sewer (CS) utilities management, <br /> engineering, and operations—with an emphasis of those who know the most about the <br /> system and how it works. <br /> B. Level of service attendees: At least some senior staff from each of the above areas <br /> along with one or more representative members of senior utility administrative staff <br /> (Public Works Director, City Council). <br /> 3. Provide background data and information, as requested by HDR for the meetings. <br /> Assumptions <br /> 1. Four HDR staff will attend each meeting which is expected to last about four hours <br /> (including set up, and project team post meeting debriefing). <br /> 2. The combined kick-off/risk management meeting will be about three hours long. <br /> 3.
