• <br /> C. Identify improvements or modifications to the current overflow monitoring at each of the 6 <br /> sites. -- . <br /> 3. Identify and Evaluate CSO Control Alternatives: ' <br /> A. For those sites that have CSO activity in excess of one event per year, review and <br /> identify alternatives for bringing the site in control. <br /> B. Evaluate the control alternatives proposed for sites that are not in compliance and <br /> recommend the preferred alternative. <br /> C. Evaluate the CSO sites' project priority ranking. <br /> D. Work with the City to develop a construction schedule for the identified CSO control <br /> improvements. <br /> 4. Provide a re-evaluation of current CSO control approach for the four Port Gardner CSO <br /> outfalls (PSO4, P505, PSO6 and PSO7). The current approach is to convey and treat <br /> excess combined sewer flows at the Bond Street CSO Control Facilities. Include the <br /> potential CSO reduction benefits of alternative GSI and stormwater separation alternatives <br /> analyzed in Tasks 800 and 1200. <br /> 5. Review the criteria that previously established the Bond Street CSO Control Facilities as the <br /> preferred CSO control approach. Review the original design parameters for the Bond Street <br /> Facility with respect to recent flow monitoring data. <br /> 6. A senior HDR engineer, not involved in the original concept, will review the Bond Street <br /> concept and attend a brainstorming workshop with City staff to review the criteria and <br /> coordinate the review with the system wide alternative development in Task 900. <br /> 7. Evaluate alternative concepts including conveyance to the City's Existing Water Pollution <br /> Control Facility, separation, and storage. This evaluation and priorities established shall be <br /> reflected in the CSP under Task 1200 as well. <br /> City Responsibilities <br /> 1. Escort HDR on the site visits and provide traffic control and City personnel for confined <br /> space entry needed to document the facilities at each site. <br /> 2. Provide any updated documentation of the outfall condition assessments. <br /> 3. Provide updated Site Fact Sheets. <br /> Assumptions <br /> 1. The City will continue the role of overall project coordination with the Department of Ecology <br /> and other governmental agencies. <br /> 2. The submittal deadline of the Combined Sewer Overflow (CSO) Reduction Plan Amendment <br /> to the Department of Ecology is October 1, 2013 in accordance with the City's current <br /> NPDES permit. <br /> 3. No outfall evaluation or sediment sampling will be conducted. <br /> 4. HDR staff will not enter confined spaces. <br /> Deliverables <br /> 1.
