ORDINANCE NO. An Ordinance Revising the "Development Standards and Guidelines," Pertaining to Signs for the Colby Campus of Providence Regional Medical Center Everett,Amending Section 13 of Exhibit D of Ordinance No. 2850-05 WHEREAS, the City Council finds the following: 1. In 2005, the City Council adopted Ordinance No. 2850-05, establishing an Institutional Overlay Zone and Master Plan for the Colby Campus of Providence Everett Medical Center; and 2. The Master Plan provided for the expansion of hospital facilities and buildings within the boundaries of the Institutional Overlay Zone; and 3. Ordinance No. 2850-05 included Exhibit D,that established the Development Standards and Guidelines that apply to all development for the hospital and related uses; and 4. Section 13 of Exhibit D of Ordinance No. 2850-05 pertains to sign standards for the Colby Campus and reads as follows: 13. Integration of signs with architecture Intent: To ensure that signage is part of the overall design of a project and not additive or an afterthought. Guidelines: • Sign category"C" applies except for the following guidelines. • The design of buildings and site plans shall identify locations and sizes for future signs. • An overall sign program for the hospital shall be established and approved by the Planning Director. The sign program shall indicate location, size and general design. • Signs shall not project above the roof, parapet, or exterior wall. • Signs shall be oriented to pedestrians. • No flashing, blinking or electric message signs. • One sign per street, other than directional signs. Directional signs include building signs to identify the building. 8
