3 <br /> • Signs should be designed so they are illuminated in a way to be seen clearly but <br /> do not produce glare off site into residential areas. <br /> 5. Providence Everett Medical Center changed its name to Providence Regional Medical <br /> Center Everett(PRMCE); and <br /> 6. PRMCE is presently nearing completion of the construction of the hospital tower on the <br /> Colby Campus and is proposing Providence logo signs containing 131 square feet each <br /> on the upper portion of three facades (north, east, south) of the new building. <br /> 7. Sign Category C allows a maximum size of 60 square feet. The fifth standard in the <br /> master plan sign guidelines states "Signs shall be oriented to pedestrians." <br /> 8. The above 2 sign requirements from the Development Standards and Guidelines would <br /> not permit the installation of the three proposed logo wall signs as they exceed 60 square <br /> feet and are not oriented to pedestrians. <br /> 9. The wall logo signs are proposed to be 131 square feet, and the proposed amendment <br /> would also allow an additional 20 square feet of pedestrian-oriented wall signage near the <br /> ground level of the north, east and south facades. <br /> 10. The process to review an amendment to an Institutional Overlay Zone master plan is the <br /> same for establishing the Institutional Overlay Zone and master plan, as stated in EMC <br /> Chapter 19.33B. As an amendment that is not considered to be a minor revision, as <br /> defined in EMC 15.16.080.A.24, the application must be reviewed using Review Process <br /> V.A. <br /> 11. Under Review Process V.A, the Planning Commission must review a proposal to make <br /> revisions to an Institutional Overlay master plan; and <br /> 12. The applicant has submitted a narrative addressing the EMC criteria to be considered in <br /> establishing development standards for an Institutional Overlay master plan, and the <br /> evaluation criteria for a rezone(see Exhibit 3). <br /> 13. Among the statements in the narrative in support of the amendment to the development <br /> standards in an Institutional Overlay master plan are the following,which state the <br /> applicant's basis for the requested revisions: <br /> Scale and Compatibility: The proposed signage is proportionately scaled to and <br /> architecturally compatible with the design of the new 175-foot Hospital Tower. The <br /> signage is proposed to be installed at approximately 150 feet above street level. At <br /> this height,the approximately 131 square foot sign will actually appear to be much <br /> smaller than a 60 square foot sign placed at street level. <br /> Way-finding: Providence is a destination medical center for people from throughout <br /> Northwest Washington. People who are otherwise unfamiliar with the downtown <br /> 9 <br />
