Compliance with these sign standards and guidelines mitigates any <br /> potential adverse impacts to existing or anticipated land uses in the immediate <br /> vicinity of the Colby Campus from the proposed larger wall signs on the facades of <br /> the new Hospital Tower. <br /> 15. The applicant addresses the relevant criteria for establishing development standards in an <br /> Institutional Overlay master plan with the following statements: <br /> Architectural design of building and harmonious use of materials: The requested <br /> amendment would permit signage that is more proportional and compatible with the <br /> size,bulk, scale and design of the new Hospital Tower. One of the purposes of <br /> hospital signage is to provide way-fording for patients and their families who might <br /> be searching for the hospital in an emergency situation. The requested amendment <br /> allows for a balance of adequate visibility and harmony with the design of the Tower. <br /> The signage proposed is consistent with materials and images used on other site signs <br /> and has been placed on the building to be compatible with the painted metal panels <br /> that form the wall and background for the signs. <br /> Light and shadow impacts: The signs proposed do not affect light or shadow as <br /> they are placed on the face of the building, not above the building. <br /> Generation of nuisance irritants such as noise, smoke, dust, odor, glare, <br /> vibration or other undesirable impacts: The requested amendment would not <br /> generate any nuisance irritants. The signs proposed will not add to glare as they are <br /> on the upper part of the building, well out of normal sight lines. Additionally,the <br /> light emitted from the signs will be a small addition to the light that is emitted from <br /> the buildings windows. <br /> Number, size and location of signs: The requested amendment would modify only <br /> the allowable size of the wall signs for the new Hospital Tower. It would not <br /> otherwise modify existing Master Plan and Sign Code standards relating to their <br /> number and location. As indicated above,the proposed signage is proportionally <br /> scaled and architecturally compatible with the new Hospital Tower. <br /> The unique characteristics of the subject property: The Colby Campus property is <br /> approved and developed for hospital uses. The proposed amendment relates to the <br /> signage for the new Hospital Tower and is thus compatible to the unique <br /> characteristics of the Colby Campus property. <br /> The unique characteristics of the proposed use(s): The Colby Campus is approved <br /> and developed for hospital uses. The proposed amendment relates to the signage for <br /> the new Hospital Tower and is entirely compatible with these hospital uses. <br /> Visual impact of the institution on the surrounding area: The larger signs allowed <br /> by the requested amendment would not increase the visual impact of the existing <br /> Hospital Tower. The signs are placed on the existing walls of the building and thus <br /> do not add to the bulk of the building nor the visual impact. The lit portion of the <br /> sign will add only a small percentage of light to that which is emitted from the glazed <br /> 11 <br />
