This proposed amendment would allow up to 150 <br /> square feet of signage,however, only the 93 square-foot cross will be illuminated; the <br /> word"Providence"will not be illuminated. <br /> The public benefit provided by the institution: The public benefit provided by the <br /> Providence Medical Center is obvious and has long been recognized by the City <br /> Council in its approval of Institutional Overlay zoning for the Colby Campus in <br /> Ordinance No. 2850-05 and the expansion area in Ordinance No. 3090-08. <br /> Providence provides a vital and necessary health care service base for the citizens of <br /> Everett and the surrounding communities,whether for emergencies, out-patient <br /> services or inpatient care. Providence is the sole provider of hospital services for the <br /> City. The requested amendment, which relates to signage for the new Hospital <br /> Tower, facilitates recognition and location of the hospital,particularly for persons <br /> who are not regular users of the hospital, and is, therefore, consistent with this public <br /> benefit. <br /> 16. The submitted narrative indicates that PRMCE held two neighborhood meetings to <br /> discuss the proposed amendment and signage, on March 17, 2011 and March 31,2011. <br /> 17. Graphic illustrations of the proposed logo wall signs have been submitted showing the <br /> proposed design and location of the signs on the hospital tower. These illustrations <br /> include calculations of the sign area and the percentage of sign coverage on each façade <br /> upon which-the signs are proposed. The 133 square foot signs will comprise less than <br /> one-quarter of one percent of the façade area. <br /> 18. Condition 18 of the Institutional Overlay master plan Development Standards and <br /> Guidelines established a Design Review Committee to review the design of buildings and <br /> streetscapes and to make recommendations to the Planning Director regarding <br /> compliance with the Institutional Overlay design guidelines and development standards. <br /> The Design Review Committee will review the design of the sign and make a <br /> recommendation to the Planning Director as required by the Master Plan. This review <br /> will be concurrent with the proposed amendment to the Institutional Overlay Zone Master <br /> Plan, but the Director's decision will only be possible if the Master Plan amendment is <br /> approved by City Council. Therefore, it will follow the City Council decision, and only <br /> if the amendment is approved by the City Council. <br /> 19. The Planning Commission held a public hearing on April 19, 2011 to consider the <br /> proposed amendment to Section 13 of Exhibit D of Ordinance No. 2850-05, and has <br /> recommended that the City Council approve the amendment as proposed by PRMCE, as <br /> further conditioned by the requirements contained in this Ordinance. <br /> 20. On August 20, 2008 the Everett City Council passed Ordinance 3090-08 approving a <br /> Rezone from R-2 (Single Family)to R-2-I(Institutional Overlay), Including Adoption of <br /> a Master Plan for the Providence Everett Medical Center Expansion on the Everett <br /> Community College Property.
