3 <br /> combine the master plan description contained in Ordinance 3090-08 with that described <br /> in earlier Ordinance 2850-05 and its minor revisions approved by the Planning Director <br /> in Rev II#06-017 and Rev II#07-002 into a single master plan document. <br /> 21. The City approved the combined integrated master plan on May 8, 2009. The sign <br /> standards and guidelines of Section 13 of Exhibit D of Ordinance No. 2850-05 were <br /> incorporated into the combined master plan document exactly as written in the original <br /> Exhibit D. Approval of an amendment to said sign standards and guidelines must be <br /> incorporated into the combined integrated master plan. <br /> WHEREAS, the City Council concludes the following: <br /> 1. The applicant has complied with the procedural requirement of EMC 19.33B.030.B to <br /> hold public meetings with the neighborhood prior to the submittal of the proposed <br /> amendment to the Institutional Overlay master plan. <br /> 2. The proposed amendments to Section 13 of Exhibit D of Ordinance No. 2850-05, the <br /> design guidelines and development standards of the Institutional Overlay master plan for <br /> the Colby Campus related to wall logo signage, represent a change to the permitted size <br /> and orientation of signs. While the proposed changes constitute more than a"minor <br /> revision" to the master plan as defined by EMC 15.16.080.A.24,the scope of the <br /> amendment in relation to the hospital tower does not create unreasonable aesthetic, visual <br /> or glare impacts to the surrounding neighborhood. <br /> 3. The proposed amendment to the Institutional Overlay master plan is consistent with the <br /> Everett comprehensive plan policies and land use designation for the subject property. <br /> 4. The proposed amendment to the Institutional Overlay master plan bears a substantial <br /> relation to public health, safety or welfare; and promotes the best long-term interests of <br /> the Everett community by permitting reasonably sized and scaled identification signage <br /> to improve public identification of, and access to, the regional medical facility. <br /> 5. The proposed amendment to the Institutional Overlay master plan mitigates any adverse <br /> impact(s) upon existing or anticipated land uses in the immediate vicinity of the subject <br /> property by integrating the proposed signs with the architecture of the building. <br /> NOW, THEREFORE, THE CITY OF EVERETT ORDAINS the following: <br /> Section 1.
