3. The proposed map amendments promote the best long term interest of the Everett <br /> community by correcting the Land Use Designation Map and the Zoning Map to properly <br /> identify the 0.4 acre Century Park as a public neighborhood park. <br /> 4. The City evaluated the proposed map amendments for consistency with factors outlined <br /> in the Everett Comprehensive Plan Chapter 1, Introduction, Section VII.H and zoning <br /> map criteria specified in EMC 19.41.160.D.2. <br /> 5. Notice was provided consistent with EMC 15.24.150 including timely notice given to the <br /> Washington State Department of Commerce on January 4, 2017. <br /> 6. The City completed environmental review of the proposed map amendments consistent <br /> with SEPA procedures including adoption of the Draft Environmental Impact Statement <br /> issued July 20, 2015 and the Final Environmental Impact Statement issued September 4, <br /> 2015 for the Comprehensive Plan 10-Year Update. <br /> 7. Planning Commission held a public workshop to learn of and discuss the proposed <br /> change on July 12, 2016 and also held a public hearing on this proposal on February 21, <br /> 2017. <br /> 8. On February 21, 2017 the Planning Commission passed Resolution 17-02, recommending <br /> adoption of the proposed map amendments by the City Council. <br /> 9. Any conclusions below that may be construed as a finding is included here as such by <br /> this reference. <br /> WHEREAS, THE CITY COUNCIL CONCLUDES: <br /> 1. Any finding above that may be construed as a conclusion is included here as such by this <br /> reference. <br /> 2. The proposed map changes recognize and support the current use of the site as a City- <br /> owned, neighborhood park known as Century Park. <br /> 3. The proposed zoning map amendment will implement the approved comprehensive plan <br /> land use designation, as amended. <br /> 4. The public health, safety and welfare would be provided for by passage of this Ordinance <br /> by continuing to provide a passive recreation area for the surrounding neighborhood. <br /> - 2 - <br />
