On corner lots which have been developed under a previous <br /> zoning code, or which were developed prior to the <br /> establishment of a zoning code, the Planning Director is <br /> authorized to determine which side of the lot is to be <br /> considered the front lot line for purposes of establishing <br /> building setbacks when an addition or expansion is proposed <br /> to the existing building on the lot. <br /> SECTION 51. Section 39.080.A of Ordinance No. 1671-89, which reads: <br /> A. Placement.
