SECTION 66: Ordinance No. 1671-89, is amended by the addition of <br /> the following, which shall be codified as Chapter 33 .A of Title 19 <br /> of the Everett Municipal Code. <br /> PUBLIC PARK OVERLAY ZONE. <br /> Purpose. The purpose of the Public Park zone is to designate <br /> publicly owned land for recreational and open space uses. In <br /> order to be zoned "Public Park" , a lot or parcel must be owned by <br /> a public agency and shall be designated for park or open space <br /> uses by the Everett General Plan. <br /> Permitted Uses. <br /> A. Uses permitted in the "Public Park" overlay zone shall be in <br /> accordance with the following requirements: <br /> 1 . Uses permitted in the underlying Use Zone shall be <br /> permitted subject to the review process specified in <br /> the Use-Standards Table, except that any use which is <br /> permitted using Review Process I shall be subject to <br /> Review Process II .A in the "Public Park" overlay zone. <br /> 2. Land in the "Public Park" overlay zone may be used for <br /> park and recreational activities, including active and <br /> passive outdoor recreational activities, and indoor <br /> recreational and cultural activities. All recreational <br /> uses which are sponsored or authorized by a public <br /> parks and recreation agency on such properties, <br /> excluding those listed in Paragraph B of this Section <br /> shall be permitted subject to Review Process I , <br /> described in Chapter 42 of this Title. <br /> B. The following uses shall be permitted subject to the review <br /> processes listed herein: <br /> 1. Review Process II .A - Public park and recreation <br /> buildings which are not more than 4,000 square feet in <br /> area, and caretaker's/watchman's quarters. <br /> 2. Review Process II.B - Public park and recreation uses <br /> which are in conformance with a park master plan as <br /> approved in the City of Everett Parks and Recreation <br /> Plan, or Snohomish County Parks and Recreation Plan, as <br /> currently adopted or hereafter amended; and above <br /> ground public utility facilities. <br /> 3. Review Process III.B - Public park and recreation uses <br /> which are not part of or in conformance with an <br /> approved park master plan adopted as part of the City <br /> of Everett Parks and Recreation Plan or Snohomish <br /> County Park and Recreation Plan as currently adopted or <br /> hereafter amended. <br /> 4 . Any of the uses listed herein proposed within an area <br /> under the jurisdiction of the Shoreline Master Program <br /> shall , in addition to the requirements of this chapter, <br /> be subject to the regulations and review processes of <br /> 43 <br />
