Section 27: Section 4 .020.A of Ordinance 1671-89, is amended by the addition of the following: "Agricultural activities" means those activities conducted on lands defined in RCW 84 . 34.020(2) , and those activities involved in the production of crops or livestock, for example, the operation and maintenance of farm and stock ponds or drainage ditches, operation and maintenance of ditches, irrigation drainage ditches, changes between agricultural activities and normal maintenance, repair, or operation of existing serviceable structures, facilities, or improved areas. Activities which bring an area into agricultural use are not part of an ongoing operation. An operation ceases to be ongoing when the area on which it is conducted is converted to a non-agricultural use or has lain idle for more than five years, unless the idle land is registered in a federal or state soils conservation program, or unless the activity is maintenance of irrigation ditches, laterals, canals, or drainage ditches related to an existing and ongoing agricultural activity. Forest practices are not included in this definition. Section 28: Section 4 .020.A of Ordinance 1671-89, is amended by the addition of the following: "Alteration" means any human induced action which impacts the existing condition of an environmentally sensitive area. Alterations include but are not limited to grading; filling; dredging; draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants; grazing domestic animals; paving, construction, application of gravel; modifying for surface water management purposes; or any other human activity that impacts the existing vegetation, hydrology, wildlife or wildlife habitat. Alteration does not include walking, passive recreation, fishing or other similar activities. Section 29: Section 4.020.A of Ordinance 1671-89, is amended by the addition of the following: "Bog" means wetlands with extensive living sphagnum moss or sphagnum peat and a distinctive flora that results from the acidic substrate. Section 30: Section 4.020 .A of Ordinance 1671-89, is amended by the addition of the following: "Buffer Management" means an activity proposed by a public agency, public utility, or private entity, and approved by the Planning Director, within a buffer required by this Ordinance, that is proposed to: a. reduce or eliminate a verified public safety hazard; or b. maintain or enhance wildlife habitat diversity; or 3�
