properties that could be affected by changes that would modify <br /> surface hydrology. <br /> Section 27: Section 4 .020.A of Ordinance 1671-89, is amended by the <br /> addition of the following: <br /> "Agricultural activities" means those activities conducted on <br /> lands defined in RCW 84 . 34.020(2) , and those activities involved <br /> in the production of crops or livestock, for example, the <br /> operation and maintenance of farm and stock ponds or drainage <br /> ditches, operation and maintenance of ditches, irrigation <br /> drainage ditches, changes between agricultural activities and <br /> normal maintenance, repair, or operation of existing serviceable <br /> structures, facilities, or improved areas. Activities which <br /> bring an area into agricultural use are not part of an ongoing <br /> operation. An operation ceases to be ongoing when the area on <br /> which it is conducted is converted to a non-agricultural use or <br /> has lain idle for more than five years, unless the idle land is <br /> registered in a federal or state soils conservation program, or <br /> unless the activity is maintenance of irrigation ditches, <br /> laterals, canals, or drainage ditches related to an existing and <br /> ongoing agricultural activity. Forest practices are not included <br /> in this definition. <br /> Section 28: Section 4 .020.A of Ordinance 1671-89, is amended by the <br /> addition of the following: <br /> "Alteration" means any human induced action which impacts the <br /> existing condition of an environmentally sensitive area. <br /> Alterations include but are not limited to grading; filling; <br /> dredging; draining; channelizing; cutting, pruning, limbing or <br /> topping, clearing, relocating or removing vegetation; applying <br /> herbicides or pesticides or any hazardous or toxic substance; <br /> discharging pollutants; grazing domestic animals; paving, <br /> construction, application of gravel; modifying for surface water <br /> management purposes; or any other human activity that impacts the <br /> existing vegetation, hydrology, wildlife or wildlife habitat. <br /> Alteration does not include walking, passive recreation, fishing <br /> or other similar activities. <br /> Section 29: Section 4.020.A of Ordinance 1671-89, is amended by the <br /> addition of the following: <br /> "Bog" means wetlands with extensive living sphagnum moss or <br /> sphagnum peat and a distinctive flora that results from the <br /> acidic substrate. <br /> Section 30: Section 4.020 .A of Ordinance 1671-89, is amended by the <br /> addition of the following: <br /> "Buffer Management" means an activity proposed by a public <br /> agency, public utility, or private entity, and approved by the <br /> Planning Director, within a buffer required by this Ordinance, <br /> that is proposed to: <br /> a. reduce or eliminate a verified public safety hazard; or <br /> b. maintain or enhance wildlife habitat diversity; or <br /> 3� <br />
