12 <br /> • Final PS&E for Basic Trail and Enhanced Drainage Channel extending from 41st Street to 3 <br /> Acre Park, and incorporating work of Group 2 to accommodate utilities in the same corridor. <br /> Submittals will be at 60%, 90%, and 100%. <br /> • 60% Design Development PS&E for elements of work in the South Wetland Complex not <br /> included in the Stormwater Management Implementation (Bigelow Creek Grant Work), but <br /> required as an adjunct to, and in support of, that work. Work includes bridge construction <br /> and riverfront trail realignment. 60% Design Development level documentation will advance <br /> the level of detail of the work and provide necessary exhibits for permit review. <br /> • Stormwater Management Implementation (Bigelow Creek Grant Work) is work that is <br /> ongoing as authorized under Amendment#1 of this contract. Therefore scope is not defined <br /> in detail, nor is fee included under this Amendment#5. Because this project is integrated <br /> with the work defined in this Amendment#5, the deliverables of this Stormwater <br /> Management Implementation will be incorporated into the deliverables outlined in <br /> Amendment#5. See also more defined project scope in WSDOE Agreement with City of <br /> Everett and Ecology Grant Number G08. <br /> Project Area <br /> The Project Area shall be as defined in the original contract and, as necessary for clarification of <br /> scope, shall be further identified within each task order. <br /> ROLES AND RESPONSIBILITIES <br /> MacLeod Reckord will contract with qualified subconsultants, including, but not limited to ESA <br /> Adolfson, KPFF Consulting Engineers, West Consultants, HWA GeoSciences, Miller Hull <br /> Architects, Sparling/Candela, The Greenbusch Group, and Paragon Research Associates. Roles <br /> and responsibilities are as follows: <br /> 1. MacLeod Reckord— Project management, agency coordination, public outreach <br /> coordination, park and trail design and documentation, overall document coordination, <br /> construction administration, project oversight. <br /> 2. ESA Adolfson — Environmental science, wetland/stream/shoreline enhancement and <br /> creation design and documentation, permit coordination and documentation support. <br /> 3. KPFF —Civil and structural engineering, bridge and boardwalk design and documentation, <br /> storm drainage and utility design and documentation. <br /> 4. WEST Consultants —Hydrological Modeling on an as-needed basis to support <br /> wetland/stream/shoreline enhancement and creation. <br /> 5. HWA GeoSciences—Geotechnical engineering, soil impact studies, riverbank stabilization <br /> analysis, supplemental reporting on an as-needed basis to support plan components. <br /> 6. Miller Hull Architects—Architectural planning, design, and documentation for park <br /> structures. <br /> 7. Sparling/Candela — Site and building electrical engineering and lighting design for site <br /> power supply and lighting of park structures. <br /> 8. The Greenbusch Group— Building mechanical engineering and design for park restroom <br /> building. <br /> 9. Paragon Research Associates—Archaeological evaluation and reporting for park <br /> structures and findings of historical significance. <br /> All work authorized under this amendment to the PSA shall be scoped and negotiated for hours, <br /> project billable non-salary reimbursable costs and fee. All work shall be authorized using the Task <br /> Order Document process. Overtime may be authorized by the City, as needed, in accordance with <br /> the WSDOT State Audit Guide. <br /> 2 <br /> 68 <br />
