Materials: Update and/or revise <br /> permit application supporting materials as requested through review of initial submittals to, <br /> and follow up discussion with, the US Army Corps of Engineers (Corps), Washington State <br /> Department of Ecology (Ecology), and Washington Department of Fish and Wildlife (WDFW) <br /> for the projects submitted under the 30% development package. Previously submitted <br /> documents include JARPA, CZM Form, Final Wetland and Stream Determination Report, <br /> Conceptual Compensatory Mitigation Plan, and Biological Evaluation Supplement. New <br /> documents will include HPA. Provide support to the CITY for updated exhibits for <br /> amendments to SEPA and/or Shoreline Substantial Development Permit as requested. <br /> Updated and revised packages will address these independent projects: <br /> a. Early Phase Projects <br /> b. Basic Trail and Enhanced Drainage Channel in Railroad Corridor, including utilities <br /> as shown by Group 2. <br /> c. South Wetland Complex and Stormwater Management Implementation (Bigelow <br /> Creek) <br /> Draft submittals for each project will be submitted to the CITY for review, revised by the <br /> CONSULTANT, and resubmitted as a final draft. CITY personnel will submit final draft to the. <br /> agencies. <br /> Deliverables: 1) Updated/revised JARPA, including figures, for three projects. 2) <br /> Updated/revised Wetland and Stream Determination Report (as prepared under Task 1.2), <br /> for three projects. 3) Updated/revised Compensatory Mitigation Plan, for three projects. 4) <br /> Updated/revised BE, for three projects. 5) HPA for three projects (or more at the discretion <br /> of WDFW). 6) Revised or updated exhibits for amendments to SEPA or Shoreline <br /> Substantial Development Permit Application(s). <br /> 006. Wetland and Habitat Enhancement <br /> 6.1 Wetland and Habitat Enhancement: Advance design and detailing of wetland and habitat <br /> enhancement components, incorporating information made available through CITY review <br /> and any preliminary permit agency comments, soils information data gathered from field <br /> exploration, and hydrological information provided by other team members. Task includes <br /> demolition, erosion control, construction phasing and/or stream diversion/dewatering, layout, <br /> grading and drainage, planting, and detail design; refinement/adjustment of figures and <br /> calculations for wetland impact and compensatory mitigation; Special Provisions; Summary <br /> of Quantities and cost estimate; in the following submittal packages: <br /> a. 60% PS&E for Early Phase Projects <br /> b. 100% PS&E for Basic Trail and Enhanced Drainage Channel in Railroad Corridor <br /> c. 60% PS&E for South Wetland Complex and Stormwater Management <br /> Implementation (Bigelow Creek) <br /> 6.2 Stormwater Design: Provide analysis and advance design and detailing of stormwater <br /> systems. Task includes stormwater system design and calculations, preparation of reports <br /> for permit submittal, and coordination of design team meetings to review findings, develop <br /> strategies, and resolve coordination with stormwater facility design for Group 1, Group 2, <br /> and developer projects.
