12 <br /> EXHIBIT A-3 <br /> SCOPE OF WORK <br /> For Divisions Zero and 1,URS will use City-provided master specifications. The divisions will <br /> be supplemented by a Summary of Work,List of Bid Items,and other appropriate project-specific <br /> modifications that will be developed by URS.A complete version was prepared for the 95% <br /> submittal and will be revised to 100%based on City comments. <br /> Task 14—Bidding Support <br /> URS will provide support to the City during the bidding process by attending the pre-bid meeting <br /> and addressing comments and responding to questions posed by potential bidders. If required, <br /> URS will prepare and submit addenda to the design. It is assumed that one Addendum will be <br /> needed. <br /> Task 15—Permit Support <br /> URS prepared a draft Joint Aquatic Resource Permit Application(JARPA)form for the City to <br /> review in 2008. In 2011,URS revised the JARPA using an updated form. Based on comments <br /> from the agencies,URS provided updated JARPA drawings in March 2011. URS responded to <br /> agency(Corps,USFWS,NMFS,and WDFW)comments between May and July and provided a <br /> total of 4 comment responses to agencies. It was assumed that a total of 60 hours of support <br /> would be needed to obtain project permits. This assumption has been surpassed;however it <br /> appears that in-water permitting is nearly complete(the IIPA has been issued;the Corps Permits <br /> are not complete). <br /> A Snohomish County grading permit is required. URS will prepare full size(22"x34")permit <br /> drawings in accordance with Snohomish County standards(hours for completing grading permit <br /> drawings are included in Task 9). URS will also prepare the grading permit application, <br /> including completing checklists and determining quantities not already included in the cost <br /> estimate. <br /> The biological assessment and wetland delineation report were updated for the March 2011 <br /> permit response which was submitted to the Army Corps of Engineers. <br /> URS will continue to support the City as needed to answer agency questions,attend permit <br /> meetings and respond to permit submittal comments.
