PUBLIC WORKS <br /> �, �Fr,,� e��� Engineering <br /> REQUEST FOR QUALIFICATIONS <br /> 41 ST Street to West Marine View Drive <br /> Freight Mobility Improvement Project <br /> Notice is hereby given that"Statement of Qualifications"will be received by the City of Everett <br /> until 4:00pm, Tuesday,---- ,2011, for Planning and Engineering services for the 41st <br /> Street to West Marine View Drive(WMVD)Freight Mobility Improvement Project. <br /> The City of Everett in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252,42 <br /> U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations,Department of <br /> Transportation, Subtitle A, Office of the Secretary,Part 21,Nondiscrimination in Federally- <br /> assisted programs of the Department of Transportation issued pursuant to such Act,hereby <br /> notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to <br /> this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be <br /> afforded full opportunity to submit bids in response to this invitation and will not be <br /> discriminated against on the grounds of race, color or national origin, or sex in consideration for <br /> an award. <br /> PROJECT DESCRIPTION <br /> The work to be performed by the consultant consists of performing preliminary engineering, <br /> environmental review,PS&E, and possibly construction engineering services. This project <br /> involves the improvements of three major intersections to better accommodate freight traffic <br /> between the Everett waterfront and 1-5. The three intersections are: <br /> (1) WMVD &Pacific Ave; <br /> (2) Pacific Ave. &Rucker Ave; <br /> (3) Rucker Ave &41st St. <br /> The improvements for these intersections will likely include signal improvements, expanded turn <br /> lanes and radii, and geometric realignment.(both horizontal and vertical)to better accommodate <br /> turning movements of freight traffic traversing between I-5 and Everett's waterfront. The goal of <br /> these improvements is to increase the safety and efficiency of freight movements through the <br /> intersections, and to reduce freight traffic travelling through the City's Central Business District. <br /> The work to be performed by the consultant may include surveying, cultural/historical review, <br /> channelization configuration alternative development, ROW impact assessment, ROW <br /> negotiation/acquisition assistance, signal operations improvement design,pedestrian facility <br /> design, environmental assessment, and preparation of plans, specifications, and estimates for <br /> Page 2 of 6 <br /> 8 <br />
