Construction Engineering may be included in a future phase at the <br /> discretion of the City. <br /> This project will utilize Federal and City funds. <br /> CONSULTANT SERVICES <br /> The major phases and features of the selected consultant's services are as follows: <br /> Scope Development: <br /> • Prepare a detailed scope of services based on the draft scope of work outline to <br /> be provided by the City after consultant selection. <br /> Preliminary Engineering: <br /> • Perform detailed land survey at the three intersections, extending approximately <br /> 600 ft, or more if necessary, from both sides of the key intersections. In addition <br /> to topographic features, the survey shall also include subsurface utilities, <br /> adjacent property, and ROW lines. <br /> • Evaluate various channelization alternatives to accommodate truck movement <br /> and transit vehicles, including analysis of the benefits, constraints, impacts, and <br /> cost for each of the alternatives developed. <br /> • Incorporate non-motorized and pedestrian friendly features for the various <br /> channelization alternatives. <br /> • Evaluate measures to reduce northbound pass through traffic continuing north <br /> on Rucker past Pacific Avenue. <br /> • Evaluate a range of traffic management techniques (such as signalization, <br /> landscape buffer, median and/or other traffic calming measures) to address the <br /> high traffic volumes and improve safety at the intersections. <br /> • Provide supporting graphics to present at stakeholder meetings <br /> • Identify permits needed for the selected alternative, and develop a schedule <br /> reflecting key milestones for permit applications and submittals. <br /> Environmental Review: <br /> • Research buildings of historical significance within and adjacent to the corridor <br /> within the area of potential effects. <br /> • Environmental planning and preparation and monitoring of all required <br /> environmental documentation and permit applications including SEPA and NEPA. <br /> (Please note that federal funds will be used for this project.) <br /> Design/PS&E: <br /> • Design and preparation of plans, specifications and estimates for all elements of <br /> the project <br /> • Bid support services including response to bidder questions, preparation of bid <br /> addenda as needed, and review of bid proposals. <br /> Page 3 of 6 <br /> 9 <br />
