4
each of the intersections. Construction Engineering may be included in a future phase at the
discretion of the City.
This project will utilize Federal and City funds.
CONSULTANT SERVICES
The major phases and features of the selected consultant's services are as follows:
Scope Development:
• Prepare a detailed scope of services based on the draft scope of work outline to
be provided by the City after consultant selection.
Preliminary Engineering:
• Perform detailed land survey at the three intersections, extending approximately
600 ft, or more if necessary, from both sides of the key intersections. In addition
to topographic features, the survey shall also include subsurface utilities,
adjacent property, and ROW lines.
• Evaluate various channelization alternatives to accommodate truck movement
and transit vehicles, including analysis of the benefits, constraints, impacts, and
cost for each of the alternatives developed.
• Incorporate non-motorized and pedestrian friendly features for the various
channelization alternatives.
• Evaluate measures to reduce northbound pass through traffic continuing north
on Rucker past Pacific Avenue.
• Evaluate a range of traffic management techniques (such as signalization,
landscape buffer, median and/or other traffic calming measures) to address the
high traffic volumes and improve safety at the intersections.
• Provide supporting graphics to present at stakeholder meetings
• Identify permits needed for the selected alternative, and develop a schedule
reflecting key milestones for permit applications and submittals.
Environmental Review:
• Research buildings of historical significance within and adjacent to the corridor
within the area of potential effects.
• Environmental planning and preparation and monitoring of all required
environmental documentation and permit applications including SEPA and NEPA.
(Please note that federal funds will be used for this project.)
Design/PS&E:
• Design and preparation of plans, specifications and estimates for all elements of
the project
• Bid support services including response to bidder questions, preparation of bid
addenda as needed, and review of bid proposals.
9
