4 <br /> • Assist the City's acquisition process by preparing supplemental survey data, legal <br /> descriptions, individual parcel access drawings, exhibits, and easements for ROW <br /> acquisition and/or securing easements. <br /> Construction Engineering: <br /> • At the completion of the bid phase, the City at it's discretion may elect to either <br /> terminate the consultant agreement or amend it to include partial or complete <br /> Construction Engineering services. <br /> CONDITIONS OF THE AGREEMENT <br /> The selected consultant will enter into a"Cost plus Fixed Fee"type Consulting Agreement. The <br /> City will authorize some or all of the work elements described above on a task basis. <br /> The form of contract used for this project will be the Local Agency Standard Consultant <br /> Agreement (DOT Form 140-089 EF). The successful consultant will be required to execute this <br /> agreement and comply with its requirements. Prospective consultants should familiarize <br /> themselves with this agreement. <br /> Copies of a sample Consulting Agreement can be obtained by visiting <br /> flp://ftp.wsdot.wa.gov/dotshare/eForms/Update/140_089.pdf or by contacting Gordon Larson at <br /> 425-257-8868 (email: glarson@ci.everett.wa.us). <br /> SUBMITTAL <br /> A shortlist will be created of consulting engineering firms or teams to be interviewed for the final <br /> selection. The shortlist of consultants will be chosen based on the following information,which <br /> must be included in your Statement of Qualifications (100 points maximum). <br /> 1. Describe the proposed PM's history in providing direction and oversight in <br /> developing various channelization alternatives, and effectively evaluate the pros <br /> and cons for the alternatives presented, particularly those in an urban <br /> environment involving historic buildings. (15 points) <br /> (Please note:if his or her team is shortlisted, the PM identified in the Letter of Interest will be required to <br /> represent the project at the subsequent interview. In addition, ifselected for this project, the City will <br /> require the interview PM remain as the day-to-day contact for this project throughout the duration of the <br /> contract, unless a suitable replacement is approved by the City.) <br /> 2. Describe the relevant, recent experience of each of the team members in <br /> projects similar to this one. (15 points) <br /> 3.
