B. In considering a request for a modification of parking <br /> requirements, the Review Authority shall consider the following <br /> factors: <br /> 1. Type of use proposed and traffic generation, including hours <br /> of operation, frequency of employee and customer trips, and <br /> other specific factors relating to the proposed use. <br /> 2. Location of the subject property, proximity to and <br /> availability of public transportation facilities, likelihood <br /> of customers or employees to use public transportation. <br /> 3 .Other information which is relevant and necessary to make a <br /> determination as to the validity of the request for modification. <br /> Such additional information may include parking studies and <br /> traffic surveys for the proposed project vicinity and data <br /> concerning the actual parking demand of other similar uses. <br /> C. In approving a request for the modification of the number of <br /> required off-street parking spaces, the Review Authority may <br /> require that a transit stop be located on the subject lot in <br /> order to promote use of public transit and to justify a reduction <br /> in the required number of parking spaces. <br /> D. TranRpnrtatinn Management Plan fnr T.argP FmployPrs. The <br /> Planning Director is authorized, using Review Process II .B, to <br /> either require or allow a reduction in the number of off-street <br /> parking spaces required by this Title for businesses or <br /> employment areas that employ more than one-hundred (100) persons, <br /> based upon a Transportation Management Plan which is addressed in <br /> the SEPA environmental review process and approved by the City. <br /> The Transportation Management Plan shall include specific traffic <br /> reduction measures and incentives such as preferential parking <br /> for high occupancy vehicles, increased public transit usage, <br /> ride-share/ride-match programs, shift schedules, and other <br /> traffic/parking reduction measures which will assure that the <br /> lower number of off-street parking spaces is sufficient to <br /> accommodate the actual parking demand. As part of the approval <br /> of any parking reduction, the City may establish penalty <br /> provisions for businesses that fail to reduce the parking demand <br /> to the extent required by the City. <br />
