1 <br /> 2. Marketing Plan <br /> a. Building on the initial submittal,describe the markets that the project will be serving; <br /> retail, office,residential,hospitality, etc. Describe the supply and demand <br /> characteristics of each market segment. Explain how the project will capture future <br /> un-met demand. Provide the proposed project's position in the market and the <br /> rationale for capturing its share of the market. <br /> b. Outline the project marketing/leasing plan.Describe preliminary commitments by <br /> tenants to occupy the project. <br /> c. If the project includes affordable housing,explain what percentage of the units will be <br /> affordable. Explain which community and income groups will be served and the unit <br /> mix.Indicate the anticipated sources of funding and funding partners. <br /> 3. Development Budget <br /> Complete the development budget and pro-forma income statements for the proposed <br /> project on the forms provided. See Exhibit H—Development Proforma <br /> B. Firm Financial Information and Guarantees(20 points) <br /> 1. Development Entity <br /> Provide development entity information including date of incorporation, state in which <br /> incorporated,and the business license number or tax registration number. If the Developer is <br /> to be a newly formed LLC,corporation,partnership or joint venture,please describe in <br /> appropriate detail the constituent members that will comprise the newly formed entity. <br /> Provide applicable licensing information. <br /> 2. Legal Disputes <br /> Describe any litigation or other legal disputes that each principal,partner,and joint venture <br /> participant has been involved in during the past five years and the final outcome of such <br /> dispute(s). <br /> • <br /> 3. Financial Capacity <br /> Submit financial information that will identify the liquid financial resources readily <br /> available to meet the contemplated contractual responsibilities.If the firm has a credit <br /> rating from a national rating agency,please include the rating. Otherwise, submit a Dun <br /> and Bradstreet report.Identify how the City will be assured that the financial resources <br /> will be and remain in place during development and construction of the project.Identify <br /> a strategy or method of collateralization that the Developer will put into place,e.g., <br /> unconditional letter of credit,personal guarantee of principals, etc. Since the successful <br /> Developer will be required to assume all construction/completion risk,the selected <br /> Developer's demonstrated financial strength and/or credit rating will be critical. <br /> C. Interview(40 points) <br /> The Short List firms will be invited to present their proposed projects to the City Council. <br /> The format for the interviews will be 1/2 hour for proposal presentations, 1/2 hour for <br /> formal questions and answers, and 1/2 hour for open discussion.
