11
EPWD in track changes and prepare up to three(3)hard copies and one(1)compiled PDF of the final
Cultural Resources Technical Report for inclusion in the JARPA(task 4) and one(1)compiled PDF for
EPWD's records.
Assumptions:
• ICF will excavate a maximum of 100 shovel probes. We estimate this work will take five days for
a four-person crew.A full day is considered eight hours, plus travel.
• ICF will not excavate shovel probes in areas that are inundated.
• EPWD will provide ICF with a full and accurate description of the proposed project, including
Auto Cad drawings and/or GIS shapefiles, showing plan drawings of the project including
existing and proposed structures, roads, and any other project elements necessary for project
operation or access.
• EPWD will coordinate any necessary access to the project area and utility locates prior to the
implementation of cultural resources investigations.
• It is expected that one(1)historic cultural resource, the levee, will need to be recorded on a
Washington State cultural resources inventory form.No additional cultural resources are
anticipated.Documentation of additional cultural resources on Washington State cultural
resources inventory forms is not included in this scope of work. If additional cultural resources
are discovered, a contract augmentation would be required for any additional work required to
delineate or document the resources,and/or evaluate whether they are eligible for listing in the
National Register of Historic Places.
• No new outfall will be required to accommodate the WPCF expansion.
• All cultural resources documents will be prepared in accordance with DAHP guidelines.
• U.S.Army Corps of Engineers is responsible for any consultation with federal agencies or tribes.
• ICF will be responsible for integrating edits from one round of EPWD review. Additional
reviews will be considered beyond the current scope and will require a budget amendment.
• All correspondence and work products will be prepared and printed by ICF with distribution
completed by EPWD.All deliverables will be in electronic PDF format unless otherwise
indicated above.
• Response to Corps comments on report are not included in this SOW.
Task 4 —JARPA Preparation and Related Agency Coordination •
ICF will complete the JARPA form for the project, including Corps-format required graphics depicting
project area, project extent, cross sections, and plan view of impacts based on CAD files of the proposed
project supplied to ICF by EPWD.
This task includes preparation for and attendance by wetland biologist/project manager at one meeting
with the Corps with EPWD to discuss the project permitting process prior to or after the JARPA
application is received.
Everett Public Works Department,WPCF expansion
7
April 12,2012
79
