• <br /> Owner's Advisor Services for Alternative Project Delivery <br /> City of Everett Wastewater Pollution Control Facilities <br /> Background <br /> The City of Everett has prepared an engineering study, which identifies required facility <br /> modifications and upgrades to the City's Water Pollution Control Facility ("WPCF"). The City <br /> is considering the use of the GC/CM and Design-build project delivery approaches as well as the <br /> Design-bid-build approach to design and construct the project. _This scope of work is comprised <br /> of two work tasks and associated activities to assist the City in this effort: <br /> ® Task 1: Evaluation of the GC/CM and Design-build project delivery approaches. <br /> e Task 2: Guidance to the City through the process necessary to obtain the services of a GC/CM <br /> or Design-build contractor. <br /> ® Task 3: Work with the City, Contractor, and Engineer through the design period. <br /> Tasks 2 assumes that the selected delivery approach will be GC/CM. <br /> Task 1 — Evaluation of Alternative Project Delivery Approaches <br /> Subtask 1.1 —Provide Descriptive and Evaluative Information on Alternative Project Delivery <br /> In 2003, SAIC prepared an analysis of alternative project delivery options for the City prior to <br /> construction of improvements to the WPCF. The City decided to use the GC/CM approach and <br /> the project was constructed using this approach. Construction started in 2003 and was completed <br /> in 2006. <br /> While now somewhat out of date, much of the 2003 report is still relevant to the current decision <br /> regarding which delivery method to use. The principle deficiency of the previous report <br /> regarding the current situation is that it does not include infoiuiation on actual project experience <br /> on the many projects (including the 2003-2006 WPCF upgrade) completed since 2003. This Task <br /> will update that previous work to reflect the specific features of the current project and to include <br /> information and experience gained in the industry since the previousreport was prepared. <br /> ■ Prior to conducting this task, the City will advise SAIC as to any changes it would like in <br /> the general report format and evaluation criteria. In addition, SAIC will conduct a meeting <br /> with the City and the Design Engineer in order to obtain Project information related to <br /> estimated costs, schedule, operational issues and other factors the City would like <br /> considered in the updated report. SAIC will also obtain information on the City <br /> preferences related to overall project management, project financing, environmental <br /> permitting, and offsite improvements. <br /> SAIC will provide information on the GC/CM and Design-Build delivery approaches through the <br /> following activities: <br /> • Describe the GC/CM and Design-Build project delivery methods in terms of their <br /> applicability to the WPCF Project and how use of each alternative would or would not <br /> File: 001581 9651100046 March 28,2012 Page 3 of 19 <br /> 6 <br />
