3.3 Mitigation Measures <br /> Prior to Construction <br /> During Construction/Earthwork <br /> 1.__ Mining sites_must.comply with the Department of Natural Resources reclamation requirements. On sites with <br /> existing mined slopes which are not subject to DNR regulations,slopes must be remediated to 1.5 horizontal <br /> 1 vertical(1.51-1:1V), except for glacial till slopes which can be remediated to 1HAV slope if approved by a <br /> qualified geotechnical engineer. All remediated slopes must be covered with top soil material that will <br /> support vegetation,jute matting or equivalent;and be revegetated with hydroseed,groundcover and shrubs. <br /> (SEPA Earth and Water Policies) <br /> 2. Temporary slopes within native glacial soils shall be limited to a maximum angle of 1/2 foot horizontal(H)to 1 <br /> foot vertical(V). Temporary slopes within fill soils shall be limited to a maximum angle of 1H:1V. Temporary <br /> slopes must be covered with an impermeable membrane,such as visqueen or mulch, in order to prevent <br /> precipitation from coming in contact with the soils. (SEPA Earth and Water Policies) <br /> Permanent slopes steeper than 25%shall be designed by a professional civil or geotechnical engineer. The <br /> design should present appropriate erosion control measures which may include:hydroseeding,erosion <br /> control blankets,rip-rap,jute matting, and visqueen. (SEPA Earth and Water Policies) <br /> 3. Grading/filling must not adversely affect the hydrology of streams and existing or created wetlands. (SEPA <br /> Earth and Water Policies) <br /> 4. Grading/filling on-site shall not adversely affect adjoining sites. (SEPA Earth and Water Policies) <br /> Section 4: SURFACE/GROUNDWATER,PLANTS AND ANIMALS <br /> 4.1 Threshold <br /> If a priority species is mapped on or within 300 feet of a site or documented on the site by a qualified individual, <br /> additional SEPA review maybe required. This will require coordination with the Department of Fish and Wildlife <br /> to determine appropriate mitigation measures. These may include,but are not limited to,seasonal restriction on <br /> construction, provision of buffers,and preservation of existing vegetation. <br /> Note: If an endangered plant or wildlife species is found on a site prior to or during development,the developer <br /> must comply with all applicable federal,state,and local regulations,including preparation of habitat management <br /> plans. (The Subarea Plan preserves priority habitats as defined by the Department of Fish and Wildlife -urban <br /> natural open space,riparian corridors,and wetlands.) <br /> 4.3 Mitigation Measures <br /> 4.3.1 General Mitigation Measures <br /> 1. In conjunction with issuance of development permits for a site, a permanent fence must be constructed along <br /> the entire edge of any environmentally sensitive area buffer. The design of the fence must be split rail,or an <br /> alternative approved by the Planning Department prior to issuance of permits.
