On March 21, 2012, he issued notice and demand to the Best Inn to stop <br /> permitting unlawful drug activity on the property. <br /> 24.On March 21, Sgt. Bosman delivered the notice and demand to Ms. Ahn and <br /> explained its purpose to her through her employee, who interpreted Sgt. Bosman's <br /> English over the telephone. At the end of the conversation Ms. Ahn said, It]here will <br /> not be any more drug problems here," indicating to Sgt. Bosman that she <br /> understood the notice and the concerns of the City. <br /> c. EPD Proposes an Abatement Plan for the Best Inn. <br /> 25.As a remedy to the chronic nuisance claim, Sgt. Bosman also sought to work with <br /> Best Inn on a more formal basis to reduce and prevent the unlawful activity. On <br /> March 29, 2012, Sgt. Bosman met with Ms. Ahn at the Everett Police Station to <br /> discuss a plan to reduce the unlawful activity at the Best Inn. This plan (the <br /> "Abatement Plan") identified many ways to deter unlawful activity, such as better <br /> lighting, security cameras, and do not rent lists. Sgt. Bosman provided a written <br /> copy of the Abatement Plan to a Best Inn employee on April 3, 2012. Ms. Ahn <br /> indicated she was willing to implement the Abatement Plan, which is attached as <br /> Exhibit 8. <br /> 26.Immediately following Sgt. Bosman's March 29, 2012 meeting with Ms. Ahn. Ms. <br /> Ahn showed interest in reducing the unlawful activity at the Best Inn. But, Ms. Ahn's <br /> efforts to implement the Abatement Plan soon died off. Below is a summary of Ms. <br /> Ahn's efforts, or lack thereof, to implement the Abatement Plan: <br /> Compliance with Abatement Plan <br /> 27.Photo ID — Sgt. Bosman recommended that Ms. Ahn require guests and visitors <br /> supply a valid photo ID and that the Best Inn keep a copy of the same. <br /> 28.Ms. Ahn implemented a policy that guests provide ID which is photocopied. <br /> 29.Property Exterior— Sgt. Bosman recommended that Ms. Ahn keep the exterior of <br /> the property clean and debris free. <br /> 30.Several discarded items were removed, including a mattress. <br /> Non-compliance with Abatement Plan <br /> 31.Office — Prior to his March 29 meeting with Ms. Ahn, Sgt. Bosman found the lobby <br /> doors of the Best Inn locked. He explained, on more than one occasion that the <br /> lobby doors must remain unlocked at all times as required by EMC 5.100.08. <br /> Keeping the lobby doors unlocked is the first recommendation on the Abatement <br /> Plan. <br /> 175 <br />
