He did this prior to and since the development of the Abatement <br /> Plan. <br /> 45.Best Inn has only called 911 three times in 2012. While employees have sought <br /> police assistance from officers proactively patrolling the Best Inn on the officer's own <br /> initiative, the Best Inn's actions are not consistent with a good faith effort to reduce <br /> the unlawful activity on the property. This is particularly true in light of the number of <br /> police incidents that officers have encountered on their proactive patrols. <br /> 46.It is unusual for a hotel/motel to have only three calls to 911 over the course of seven <br /> months, even if it is operating with little nuisance or unlawful activity. For example, <br /> the Travelodge Motel is not a chronic nuisance property and it has made 28 calls to <br /> 911 so far this year. <br /> 47.Room Condition/House Rules — Sgt. Bosman recommended that Ms. Ahn keep <br /> rooms clean, with working electrical, and to develop house rules to provide to guests <br /> upon check-in. <br /> 48.It is unclear whether Ms. Ahn has made progress on either of these <br /> recommendations. <br /> 49.The measures recommended in the Abatement Plan were chosen for their <br /> effectiveness in deterring unlawful activity. Keeping the lobby doors open (and <br /> staffing the motel) deters criminals from using the location for unlawful activity due to <br /> the threat of being caught. Likewise, well lit areas that are monitored with <br /> surveillance equipment are a deterrent to criminals and alerts motel employees to <br /> suspicious activity. Maintaining the property in a clean and working manner should <br /> attract customers intending on using the motel for lodging and not for unlawful <br /> activity. <br /> 50.Ms. Ahn's failure to implement most of the Abatement Plan, particularly after she <br /> indicated an interest in its implementation suggests that Ms. Ahn is not interested in <br /> reducing unlawful activity at the Best Inn, either out of apathy or so as to not upset <br /> her current revenue stream. <br /> d. Unlawful activity continues after the Abatement meeting <br /> 51.Since March 29, 2012, several unlawful incidents have occurred at the Best Inn. <br /> From April 1, 2012 through July 10, 2012 there have been over 55 calls for service. <br /> This number excludes calls related to warrant service, civil issues, public assists, <br /> 911 hang ups, and incidents that merited no police response.
