ARTICLE 6 - MANAGEMENT RIGHTS <br /> 6.1 General. <br /> 6.1.1 Except as otherwise specifically provided in this Agreement, the City has the sole <br /> and exclusive right to exercise all the rights and functions of management. <br /> Without limiting the generality of the foregoing, as used herein,the term "rights of <br /> management" includes: <br /> 1. The determination of Police Department policy, including the right to <br /> manage the affairs of the Police Department. <br /> 2. The right to assign working hours to individual members including <br /> overtime. <br /> 3. The right to establish, modify or change work schedules for each <br /> individual member. <br /> 4. The right to assign shifts and work locations and revise shift schedules for <br /> each individual member. <br /> 5. The right to direct members of the Police Department, including the right <br /> to hire,promote,transfer, discipline or discharge employees. <br /> 6. The right to organize and reorganize the Police Department in any manner <br /> it chooses, including the size of the Police Department and the <br /> determination of job classifications and ranks based on duties assigned. <br /> 7. The selection, promotion, or transfer of police officers to supervisory or <br /> other managerial positions. <br /> 8. The allocation and assignment of work to officers within the Police <br /> Department. <br /> 9. The determination of policy affecting selection or training of police <br /> officers. <br /> 10. The scheduling of operations and determination of the number and <br /> duration of hours of assigned duty per week for each individual member. <br /> 11. The establishment, modification, and enforcement of Police Department <br /> rules,regulations and orders. <br /> 12.
