I4 <br /> Task 1 —Project Management <br /> 7. Additional Project Management—Work under this subtask represents services <br /> associated with project management due to the extension of time on the project and the <br /> modifications to the scope as defined herein. <br /> 8. Rate Adjustment—Mainly due to the acquisition of property,the majority of the final <br /> design services was put on hold for approximately two years. This subtask represents the <br /> adjustment in rates from 2009 to 2011 and applies only to the work that was not performed <br /> under the original project schedule. <br /> Task 2—Permitting <br /> 4. Additional Permitting Support—Our initial scope of work only provided limited <br /> assistance to the City with the project's permitting requirements. During the course of this <br /> work, MSA and City staff met and agreed that additional involvement from MSA was <br /> required during the permitting process. This additional involvement included: <br /> • Additional coordination and meetings with City's permit coordinator and the County. <br /> • Prepare SEPA, JARPA, supporting figures and project descriptions to support all <br /> permit applications to Snohomish County, Washington Department of Fish& <br /> Wildlife, and US Army Corps of Engineers. <br /> • Preliminary Full Drainage Report& SWPPP. <br /> • Final Full Drainage Report&SWPPP. <br /> 5. Additional Permitting Support for Creek Relocation—Through the environmental <br /> review process, and after the plans and specifications were completed to the 60%level, the <br /> City's preferred approach to accommodate the creek on the project site was modified. With <br /> feedback from the Muckleshoot Tribe and the County, alternatives for the creek alignment <br /> were considered and a preferred alternative was implemented. <br /> At the request of the City, MSA took a more active role and worked directly with the City's <br /> permit coordinator(Paul Crane) and environmental consultant(AMEC) to review and <br /> develop a preferred creek alignment through the project site. Elements of this subtask <br /> include: <br /> • Coordination and meetings with City and Design Team, including City's <br /> environmental subconsultant,AMEC. <br /> • Coordination and meetings with regulatory agencies and stakeholders including <br /> Snohomish County, US Army Corps of Engineers, Washington Department of Fish& <br /> Wildlife, and the Muckleshoot Tribe. <br /> • Develop revised conceptual restoration plans for open channel design including <br /> alternatives analysis memorandum and figures for meetings with City and regulatory <br /> agencies. <br /> City of Everett MURRAY,SMITH&ASSOCIATES,INC.
