Emphasis is on legislative, funding and regulatory affairs assistance to City of <br /> Everett, primarily at the state and regional levels through the development and <br /> advocacy of the annual legislative agenda. <br /> Key issues include fiscal matters,transportation,transit and freight mobility, <br /> higher education and workforce training,economic development and <br /> infrastructure funding,law enforcement and fire services, emergency <br /> management,land use, environmental and natural resource issues,utilities,water <br /> resources, and 2013-15 operating,capital and transportation budget issues. <br /> 2. Assistance to the City in areas of political consultation, issues management and <br /> regional affairs. <br /> At the state level— <br /> 1. Direct time and attention on key areas of need for City of Everett, including but <br /> not limited to: specific funding and earmark requests; protection of fiscal/revenue <br /> capacity; transportation, transit and transportation funding; freight mobility; <br /> higher education/workforce training; aerospace and advanced manufacturing, <br /> utilities/water supply; law enforcement; economic development, infrastructure, <br /> land-use/GMA,housing,public records, and environment. <br /> 2. Assist the City with the advocacy of its annual state Legislative Agenda; <br /> development of legislative strategy, communication of City positions, and <br /> establishment of relationships on behalf of the City with lawmakers, key <br /> appointed officials, legislative staff, state agency officials and staff, and special <br /> interest groups. <br /> 3. Ensure that policy implications of pending legislation, initiatives and ballot <br /> measures, regulations or studies are fully researched, critically assessed, <br /> responded to in a timely manner and working relationships between City and <br /> agency staffs established; <br /> 103 <br />
