On June
5, 2011,the Snohomish County Council approved the use of these funds to purchase the"Harborview Park
Addition." The property is located adjacent to and north and east of Harborview Park. It is approximately
9.33 acres and is currently owned by the Burlington Northern Santa Fe (BNSF)railroad.
The City is only eligible to receive these funds if an agreement between the City and the BNSF can be
reached. A local match is not required;however,the purchase price will likely exceed$400,000.
In addition to the interlocal agreement,the City will be required to execute and record a conservation
easement(Exhibit B to the Agreement). Three major City responsibilities will include maintenance of the
property in an open space configuration for passive public recreation, submittal of an annual report to the
County regarding the property's status,and submittal of a long term-maintenance plan. Additionally,the
City will need to sign the property in a manner that lists Snohomish County as a participant in its acquisition.
RECOMMENDATION(Exact action requested of Council):
Authorize the Mayor to sign the Interlocal Cooperation Agreement with Snohomish County Concerning
Acquisition of Harborview Park Addition with Conservation Futures.
135
