The Coast Guard hereby represents <br /> to the Seattle Police Department and to the Other Government Agencies that the VEGA <br /> ECS Contract provides the Coast Guard and the federal government unlimited rights to <br /> use the VEGA ECS and the data first produced under the VEGA ECS Contract,and to <br /> allow Other Government Agencies unlimited rights to such use in support of maritime <br /> security,law enforcement,safety,and environmental safety missions. <br /> 6. RESPONSIBILITIES: <br /> A. Coast Guard Responsibilities <br /> 1. The Coast Guard hereby provides to the Seattle Police Department and to the <br /> Other Government Agencies,free of charge,unlimited rights to use the VEGA <br /> ECS and the WatchKeeper tool suite,in support of maritime security,safety, <br /> environmental,and law enforcement missions, and to implement Controlled <br /> Unclassified Information Tactical Display System requirements and <br /> interoperability with the U.S, Coast Guard and the Other Government Agencies. <br /> 2. The Coast Guard will add the Seattle Police Department in its upgrades <br /> distribution for VEGA ECS. However,the Coast Guard is not responsible for <br /> installation of the upgrades. The Other Goverment Agencies will be responsible <br /> for installation of system. <br /> 3. The Coast Guard will provide information to the Seattle Police Department on its <br /> current standard Encrypted AIS transponder specification and will also provide to <br /> the Seattle Police Department any changes that the Coast Guard has made to its <br /> configuration and firmware. <br /> 4. The Coast Guard does not endorse or mandate the purchase,installation or use of <br /> any particular AIS transponder.However,the Coast Guard cannot guarantee that <br /> VEGA ECS or WatchKeeper will function properly with AIS equipment other <br /> than the standard AIS equipment used by the Coast Guard. Further,non standard <br /> MS equipment may not properly interface with other organic sensors such as <br /> GPS,depth sounders,radar or speed logs. <br /> 5. The Coast Guard will be responsible for distributing the designated Coast Guard <br /> monthly encryption key code to the Seattle Police Department and OGAs who are <br /> parties to this agreement through established Coast Guard procedures outlined in <br /> the Classified Information Management Program,COMDTINST M5510.23. The <br /> Coast Guard reserves the right to distribute the Coast Guard encryption key <br /> through any other alternate method that follows the proper distribution procedures <br /> outlined in the Navy Electronic Key Management System(EKMS) lB <br /> publication. The Coast Guard does not assume responsibility for safeguarding, <br /> accounting,or handling of encryption key codes once the encryption key codes <br /> have been released to the Seattle Police Department or Other Government <br /> Agencies. <br /> • <br /> 36 <br />
