7 <br /> 6. The Coast Guard will provide limited software support for VEGA ECS and <br /> WatchKeeper system to include: <br /> a. Computer based training on VEGA ECS. Computer based training will be <br /> provided at the local Coast Guard unit and at the availability of local Coast • <br /> Guard personnel. <br /> b. Provide person-to-person computer based training,at the local Coast <br /> Guard unit,on the WatchKeeper system to designated Seattle Police <br /> Department and Other Government Agency points of contact. <br /> c. Help desk telephone VEGA ECS software support provided to a single <br /> point of contact. Support is limited to Subject Matter Expertise support <br /> only for VEGA ECS problems. Support response time may vary base on <br /> help desk workload. <br /> d_ Written instructions for installation of VEGA ECS and written instructions <br /> for access to the WatchKeeper system. <br /> e. Future training aids and user guides as developed by the Coast Guard. <br /> f. Creation of user accounts for designated points of contact in the Seattle <br /> Police Department and Other Government Agencies-. <br /> g_ Inclusion of the Seattle Police Department and Other Government <br /> Agencies on the WatchKeeper system distribution list. <br /> B. Seattle Police Department Responsibilities <br /> The Department of Homeland Security(DHS),through a Cooperative Agreement under <br /> Its Fiscal Year 2010 Port Security Grant Program(2010 Port Security Grant),has <br /> awarded$590,000 to the Seattle Police Department(with no match required)for the <br /> Project and designated the Seattle Police Department as the lead agency to purchase and <br /> install AIS equipment for tribal,state and local law enforcement agencies and emergency <br /> responders for the purpose of enhancing the coordination of maritime security efforts <br /> among.law enforcement and emergency responder vessels operating in the Sector Puget <br /> Sound Area of Responsibility. <br /> 1. Purchase and Installation of AIS Systems <br /> a. The Seattle Police Department,through its procurement processes,will <br /> purchase and,through an independent third party(sometimes referred to <br /> as the"vendor"),install the AIS equipment on vessels of each OGA that is <br /> a party to this Agreement.The Seattle Police Department will maintain <br /> and service the AIS equipment during the AIS equipment's warranty <br /> period. <br /> • b. At the request of the Coast Guard,the Seattle Police Department will <br /> procure and/or install in the Other Government Agency's vessels all <br /> updates to software, hardware,or firmware to the designated AIS <br /> equipment during the AIS equipment's warranty period. <br /> 37 <br />
