IRC R105.1 Permit required, which reads: <br /> Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish or change the occupancy of a building or structure, or to erect, <br /> install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br /> mechanical or plumbing system, the installation of which is regulated by this code, <br /> or cause any such work to be done, shall first make application to the building <br /> official and obtain the required permit. s <br /> 2. IPMC 106.1 Unlawful acts, which reads: <br /> It shall be unlawful for a person, firm or corporation to be in conflict with or in <br /> violation of any of the provisions of this code. <br /> 9 <br /> 7 <br /> 3. IPMC 108.1.1 Unsafe Structure, which reads: <br /> ; <br /> An unsafe structure is one that is found to be dangerous to the life, health, property <br /> or safety of the public or the occupants of the structure by not providing minimum <br /> safeguards to protect or warn occupants in the event of fire, or because such <br /> structure contains unsafe equipment or is so damaged, decayed, dilapidated, <br /> structurally unsafe or of such faulty construction or unstable foundation, that partial <br /> or complete collapse is possible. <br /> 4. IPMC 108.1.4 Unlawful Structure, which reads: <br /> An unlawful structure is one found in whole or in part to be occupied by more <br /> persons than permitted under this code, or was erected, altered or occupied <br /> contrary to law. <br /> 5. EMC 19.41.03 Enforcement, Violation and Penalties, which reads: <br /> A. Enforcement. Enforcement of the provisions of this title and of any permits or <br /> approvals issued pursuant thereto shall be performed in accordance with the <br /> procedures established in this title and Chapter 9.20. I <br /> B. Violation. No person, firm, association, corporation or any agent thereof shall <br /> violate or fail to comply with any provisions of this title nor use any property, <br /> erect any structure, occupy or use any structure or place any improvement on <br /> any property in violation of any provision of this title. Each such person, firm, <br /> association, corporation or agent thereof shall be deemed guilty of a separate <br /> offense for each and every day during which any violation of any provision of <br /> this title is committed, continued or permitted. <br /> Conclusions of Law Based on Above Findings: <br /> 1. Alterations were performed on the residential structure on the property without all of <br /> the required City of Everett permits. These activities are violations of IRC R105.1. <br /> ' 1 <br />
