c. Accomplish the work in an efficient and expeditious manner. <br /> 1-08.4(2)B Traffic Control <br /> Provisions for parking as well as safe vehicle ingress and egress to the project area will require <br /> various measures to be performed by the contractor: <br /> a. The Contractor shall submit detailed traffic control plans to the City for review and <br /> approval in accordance with permit conditions, specifications and contract <br /> provisions. Road closures and detours shall only be utilized when necessary and <br /> approved in advance, otherwise the Contractor shall implement traffic control <br /> measures per City Standards - Series 700 and as stipulated by permit conditions. <br /> The City Standards can be found on the City's web site using the following link: <br /> http://www.everettwa.org/default.aspx?ID=1220 <br /> b. East Marine View Drive (EMVD) is a major arterial roadway with significant <br /> volume of truck traffic and commuters. The contractor is required to furnish traffic <br /> flaggers to assist with ingress and egress at EMVD for delivery trucks serving the <br /> businesses, for the contractors own vehicles and for City vehicles. Also, the <br /> contractor shall install and maintain on EMVD northbound, temporary pavement <br /> marking, signage, barricades etc. for travel lane delineation and added street <br /> parking etc. Upon conclusion of the project, restore all striping and signage to <br /> match existing. <br /> c. Businesses that normally use Hayes Street and the alleyway for parking, will <br /> relocate elsewhere when contractors work occurs in those respective areas. In areas <br /> where the contractor is not actively working, the contractors work trucks and <br /> employee vehicles must not be parked where they interfere with access to any <br /> business. The contractor shall implement measures to facilitate safe pedestrian <br /> access along business frontages at all times on Hayes Street and EMVD. I <br /> d. Most businesses within the project area depend on large truck access to load/unload <br /> materials and products they handle. The contractor shall coordinate with such <br /> businesses to schedule and facilitate access, loading and unloading activities in a <br /> manner that is safe and efficient. If these activities occur on EMVD,the contractor <br /> shall provide a traffic control plan for review and approval by the City in advance. <br /> e. This project includes construction of a temporary access road from EMVD into the <br /> project area. This access road is intended to be used primarily during phase 2 work <br /> during which time Hayes Street and the alleyway are blocked/closed for installation <br /> of pipes and structures. This access road is to be used by the construction <br /> contractor, local businesses and City vehicles. Contractor should construct this <br /> access at the beginning of the project and use this access rather than Hayes St. <br /> f. The City has performed advance coordination efforts with businesses and property <br /> owners to help mitigate some access and parking issues. The construction <br /> contractor shall further mitigate access and parking impacts to the satisfaction of <br /> the businesses,property owners and City. <br /> 1-08.4(2)C Restoration <br /> Restoration measures include,but are not limited to the following: <br /> a.
