The final master plan maximizes incorporation of design <br /> elements that conform to the city's crime prevention and <br /> sustainability goals. Design and materials choices respond to <br /> the conclusions of the Life Cycle Cost Analysis completed for <br /> this project. Goals and strategies for achieving sustainability, <br /> crime prevention and cost control are further explained in the <br /> "Vision and Goals" section of this report. Summary estimated <br /> construction costs are included in the "Final Master Plan" sec- <br /> tion of this report. More detailed estimated construction costs <br /> are included in the Appendices. <br /> The final plan proposes upgrades to the entire park site and <br /> addresses the most pressing community and neighborhood <br /> needs with provisions for a new children's play area, rest- <br /> rooms, additional picnic facilities, accessible pedestrian path- <br /> ways throughout the park, community gardens, a natural turf <br /> unprogrammed active play/lawn for impromptu neighborhood <br /> games, a basketball court, new synthetic turf athletic fields, a <br /> viewpoint, and unstructured open space. All areas of the park <br /> are designed for year-round use in stark contrast to the current <br /> condition, which is challenging for most of the year due to <br /> muddy conditions and lack of adequate pedestrian pathways. <br /> The park's namesake, a former United States Senator from <br /> Everett, Henry M. Jackson, is celebrated with a recognition at <br /> a key location.
