MASTER PLANNING PROCESS
The master planning process encompasses five tasks. The
purpose of this master plan report is to summarize the process
and results of each of these tasks and to make final recom-
mendations for the future development of Senator Henry M.
Jackson Park. The tasks are as follows:
1. Inventory and Analysis
2. Programming
3. Alternative Concept Plans
4. Preliminary Master Plan
5. Final Master Plan
Throughout the planning process a series of meetings and
presentations were conducted for each of the tasks in order to
gain input from the general public, city staff, the Board of Park
Commissioners and a designated advisory committee. Input
from these meetings and pertinent discussions are incorpo-
rated into the final master plan. Meeting notes, correspon-
dence, and more detailed information about the master plan-
ning tasks are included in the separately bound Appendices.
The city considers public involvement to be critical to the suc-
cess of the master planning process for this park. The city staff
actively sought out thoughts and input from people with a
stake in the park who didn't attend meetings. The city devoted
significant effort towards public outreach including two public
open houses for each phase of the planning process, multiple
public workshops and events, survey questionnaires, a Parks
and Recreation staff field trip to other athletic facilities, a chil-
dren's field trip to area parks and playgrounds, a meeting with
local children's free lunch program, verbal and written corre-
spondence, and project information posted on the city web
site. Because of the diversity of languages spoken in the
neighborhoods surrounding the park, translations were made
available to interested citizens who were not fluent in English.
Languages included Arabic, Vietnamese, Spanish, Russian
and Ukrainian. In addition, photos of potential park amenities
and design illustrations were used to aid communication.
kl)
1,0
{I • i "" k
-so; • 1 f r
P $
y '
City staff with children on field trip to local parks
4 City of Everett
