Bicycle Master Plan <br /> Currently, pedestrian access to the park from residential <br /> neighborhoods to the south and west is uninviting. There are <br /> no crosswalks on any of the streets adjacent to the park. Side- <br /> - <br /> walks border the park site along E. Marine View Drive, the <br /> ,. north side of Summit Avenue, and State Street. <br /> Path between upper parking lot and Pedestrian circulation within the park site is limited. Paved pe- <br /> fields—not accessible destrian pathways connect the parking lots to the athletic <br /> fields. A paved path between the picnic shelter and one of the <br /> play areas does not connect to the parking lot. Most of the <br /> park is not usable to pedestrians during the winter due to <br /> I muddy conditions. Currently an access path is provided from <br /> .' 1 the east parking lot to the athletic field spectator area but is not <br /> -1 ADAAG compliant. <br /> i1', <br /> `� _, 2 Land Use and Zoning <br /> 1 _ <br /> i The park is designated a "Public Park Zone". It is mostly sur- <br /> rounded by properties zoned for residential use including <br /> multi-family residential (R3) to the northwest and southwest, <br /> and single family (R2) to the west and south. R3 zoning allows <br /> West edge of park at alley for building heights up to 45 feet. The property abutting the <br /> north side of the park is zoned general commercial (C1).
