The existing baseball/softball fields are not <br /> t , <br /> drainageplayable system.formosof Subsutherfyearace drainagepossibly is <br /> due requiredtoafailed to enableunder- <br /> more usage throughout the year. <br /> A Phase 1 Environmental Site Assessment (ESA) was corn- <br /> pleted concurrently with the site analysis phase of the master <br /> Mountain view from upper parking lot planning process. A Phase I ESA is the first step in the proc- <br /> ess of environmental "due diligence" as set forth by the U.S. <br /> Environmental Protection Agency in general conformance with <br /> the scope and limitations of ASTM Practice E 1527-05 — <br /> „ u "Standard Practice for Environmental Site Assessments: <br /> Phase 1 Environmental Site Assessment Process". The pur- <br /> pose of the Phase I ESA is to evaluate the subject property for <br /> "recognized environmental conditions" (petroleum and/or haz- <br /> ardous materials) within the scope of Comprehensive Environ- <br /> mental Response, Compensation and Liability Act (CERCLA). <br /> The Phase 1 ESA completed for Senator Henry M. Jackson <br /> gr:Ajk,4,k,:A,,,- Park was based upon regulatory and historical research, as <br /> --A � well as site reconnaissance and an interview with the owner. <br /> The full report is contained within the Appendices. The study <br /> identifies fill soils that were imported to the park property from <br /> • two off site sources. Soils and construction debris associated <br /> Athletic fields and cedar trees with the construction of Interstate 5 were imported during the <br /> 1960s. These soils were used as fill along the west property <br /> - -. line and under the picnic shelter. These soils would not be <br /> considered a suitable base for new structures. Fill from Wig- <br /> :, - gums Hollow Park is located in the area north of the picnicj. shelter and south of 17th Street. These soils were determined <br /> to be unlikely to contain hazardous materials above Ecology <br /> ;. . clean-up levels. <br /> Hydrology <br /> Two low and/or wet areas were identified on the site, one in <br /> Cherry trees and woodland in southeast the northwest corner of the park and the other west of the ath- <br /> corner of park letic fields. The City of Everett Planning Department has deter- <br /> mined that these areas are not wetlands and that there is no <br /> need for further detailed studies. <br /> Vegetation <br /> There are very few trees and shrubs on the site. Most of the <br /> site is mowed open lawn with a few shrub groupings near the <br /> Summit Ave/E. Marine View Drive intersection at the existing <br /> park entrance sign. Most of the low tree branches have been <br /> removed to improve visibility. Several groups of mature Cherry <br /> trees and a small woodland area are located in the southeast <br /> corner of the park. Four sizable Bigleaf Maples lie between the <br /> 14 City of Everett <br />
