counter is located at the west end of the shelter. The wall be- <br /> hind the counter impedes visibility into the structure from the <br /> west side of the park. The existing small picnic tables do not <br /> accommodate larger groups. The shelter was constructed in <br /> the late 2000s with the use of Community Development Block <br /> Grant (CDBG) funds which prohibits demolition and major re- <br /> model although the structure may be relocated and/or be sub- <br /> ject to minor remodeling as necessary. <br /> Potential Property Expansion <br /> During the master planning process several street rights-of- <br /> way were identified that bisect the park and that will need to be <br /> officially vacated. Summit Avenue was not built within a desig- <br /> nated right-of-way and will remain on park property where it <br /> crosses the southeast corner of the site. The resulting park <br /> site may need to be expanded to approximately 17 acres <br /> based upon the recommended master plan by acquiring prop- <br /> erty at the north side of the site. The city has initiated prelimi- <br /> nary discussions with the current property owner regarding <br /> potential acquisition of the property. <br /> PARK PROGRAMMING <br /> Potential Program Elements <br /> An evaluation of program needs is important to the develop- <br /> ment of any park master plan. A preliminary list of potential <br /> program elements that includes both active and passive rec- <br /> reational uses as well as support facilities was developed. This <br /> master list of potential program elements was advanced and <br /> refined based upon staff, Advisory Committee and public input. <br /> The following list was used for alternative concept develop- <br /> ment: <br /> • Play area is at least 10,000 SF. <br /> • Basketball with at least 2 half courts. <br /> • Community gardens with 10' x 20' plots. <br /> • Lighted parking lot(s) with a minimum of 100 spaces <br /> including accessible stalls. Parking serves 2 athletic <br /> field games (with 30 minutes between games) concur- <br /> rently with parking for the additional park activities. <br /> • Synthetic turf athletic fields, multi-use encouraged. <br /> • Minimum of one lighted synthetic turf baseball/softball <br /> field with a 300' outfield (no overlap with large soccer <br /> field) and more baseball/softball fields if possible. <br /> There is a 25' minimum distance between the foul lines <br /> 16 City of Everett <br />
