Traffic <br /> It is possible that traffic flow on E. Marine View Drive in the <br /> north/south direction will need to be controlled in order to pro- <br /> vide safe pedestrian crossing and to allow traffic to exit the <br /> Senator Henry M. Jackson Park site during peak demand. A <br /> traffic analysis should be performed during design of phase 2 <br /> to validate requirements as they relate to park programming <br /> and pedestrian use. <br /> Utilities <br /> Storm Drainage <br /> According to the Everett Stormwater Ordinance, stormwater <br /> runoff from the site must be infiltrated, retained, and dispersed <br /> on site to the maximum extent feasible up to the volume of rain <br /> water that can be expected every 6-months during a 24-hour <br /> period. This treated runoff can then be directed into an <br /> existing storm-only sewer located near the far northwest <br /> corner of the site. <br /> Excess runoff above this amount can be directed into existing <br /> combined sanitary/storm storm sewer(s) that traverse the site. <br /> This excess runoff is treated at the city's existing sewer <br /> treatment facility prior to entering the Snohomish River. <br /> Sanitary Sewer <br /> Effluent from park will be directed into combined sanitary <br /> sewer and stormwater lines that cross the center and east <br /> sides of the site, and will be treated at the city's existing sewer <br /> treatment facility. Sanitary sewer connections include backwa- <br /> ter valves. Prior to the installation of the synthetic turf athletic <br /> fields, the city will reroute the easternmost existing combined <br /> sewer line around the fields. At some point in the future a 5 <br /> foot diameter combined sewer line may be installed as a sepa- <br /> rate contract by the city around the site from the southwest to <br /> the northeast. Coordination with the utilities department is re- <br /> quired prior to construction of phase 2. <br /> Water Distribution <br /> The water system for the park will tap into the existing mainline <br /> in State Street. Potable water will be provided at the rest- <br /> rooms, picnic shelters and drinking fountains. <br /> Two fire hydrants are provided on the park site. One is located <br /> at the west end of the parking lot and the second is between <br /> the restroom and the maintenance/storage building north of <br /> the athletic fields. A loop mainline for the hydrants will be re- <br /> quired. A fire suppression system is not required and not in- <br /> cluded for the buildings. Rated cabinets may be required in <br /> enclosed storage areas depending on the material being <br /> stored. <br /> Senator Henry M Jackson Park Master Plan 49 <br />
