The overall South
Corridor, for example, contains a portion of the rail system that has been operational since June 2009. The southern
portion of the corridor, however, has not yet begun formal planning and can benefit significantly from lessons learned,
such as the need to reach agreements with transit agencies so they acquire appropriately sized (re-developable) parcels
that can be later acquired and developed for public benefit purposes (affordable housing or economic development).
Similarly, the jurisdictions centrally involved in the East Corridor(Mercer Island, Bellevue, and Redmond)have largely
completed station area siting and route alignment planning processes, as well as extensive local planning efforts.6
However, more detailed implementation strategies are now necessary.Along the North Corridor, some construction is
underway in Seattle; however, alignment planning and station area identification still needs to take place further north.
Therefore, the specific activities in each corridor planning process under this task will differ according to local
circumstances and planning stage. Generally, however, they will consider and address land use planning, environmental
planning, transportation planning and affordable housing planning:
Land Use Planning Environmental/Other Transportation Planning
Planning Issues
• Relationship to VISION 2040 Regional • Development of detailed • Coordination of transportation and
Growth Strategy strategies to address transit agencies to ensure access,
• Overview of development opportunities environmental issues in TOD choices, and intermodal connections
• Appropriate densities, mix, distribution areas, including air and water • Local community involvement in
• Potential for inclusionary and incentive quality selecting station areas and route
zoning, transfer of development rights, • Tool box for green building and alignments that provide equity in
etc. construction techniques, connecting housing and job centers
• Preservation and rehabilitation including:sustainable design • Detailed implementation plans for
strategies for affordable housing and practices, zero-emission building multimodal connectivity to light rail
commercial space standards, energy saving stations and other transit-nodes
• Parking minimums/maximums principles, permeable pavement • Attention to transit service planning
• Surplus public land disposition for and other water management for enhanced job access, including
public benefit techniques for low-income communities
• Incentives to encourage detailed local • Processes that allow for public- • Coordinated capital funding strategy
station area planning,TOD code private partnerships for around TOD areas along each
revisions, transfers of development infrastructure to be planned, corridor
rights, electric car charging stations, phased, and funded in TOD areas
other best land use practices, etc. • Identification of specific properties Health Planning
• Other land use and zoning policies that for use as affordable/workforce • Seattle-King County and Tacoma-
promote equitable development and housing based on location criteria Pierce County Health Departments
provide opportunities to low-income and general concepts/principles to provide technical assistance on
residents and communities of color, • Alignment with priority integrating health and planning, for
such as development fee waivers, conservation areas to ensure example, through health impact
property tax exemptions, public service preservation of natural space& assessment training and/or provision
provisions, etc. important ecological functions. of customized analysis of community
• Assess tools and needs for health data.
brownfield redevelopment
Affordable Housing Planning Local governments play a vital role when it comes to housing and housing production,
and a number of tools and strategies are available to local govemments to encourage housing diversity and promote
affordability.
