The landscaping, buffering and screening of buildings, parking, loading <br /> and storage areas, especially as they relate to more sensitive land uses. <br /> Finding: The tower will be approximately 60 feet tall, including antennas. The <br /> upper portion of this facility cannot be reasonably screened due its height. The <br /> equipment shelter would be partially screened from adjacent properties by <br /> existing vegetation and buildings. <br /> Conclusion: The landscaping, buffering and screening of buildings and the <br /> proposed tower is sufficient to provide screening that is appropriate given the <br /> surrounding land uses. <br /> 8. The generation of nuisance irritants such as noise, smoke, dust, odor, <br /> glare, visual blight or other undesirable impacts. <br /> Finding: The facility would not emit any known health hazards, toxic chemicals, <br /> risk of fire and explosion or hazardous materials. If the tower is required to be <br /> equipped with safety lighting, some light may be emitted because of FAA <br /> regulations. If required, lighting will need to be designed to minimize impacts to <br /> surrounding property. <br /> Conclusion: The proposal will not generate nuisance irritants or visual impacts. <br /> Any safety lighting required by FAA regulations must be designed to minimize <br /> impacts on nearby residential properties. <br /> 9. Consistency with the goals and policies of the Everett General Plan for the <br /> area and land use designation in which the property is located. <br /> Finding: The site is designated 4.4, Mixed Use Commercial — Multiple Family, on <br /> the City of Everett's Comprehensive Plan map. The comprehensive plan <br /> contains policies that encourage co-location of utilities on approved utility <br /> structures. Co-location of communication facilities at this location is desirable <br /> due to the City's policies of limiting the proliferation of freestanding wireless <br /> towers. <br /> Conclusion: The use is consistent with the Everett Comprehensive Plan. A <br /> condition should be applied requiring that the Applicant and property owner allow <br /> additional wireless providers to collocate additional wireless facilities on the <br /> proposed tower. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and <br /> Federal regulations. <br /> Finding: The Federal Communications Commission (FCC) licenses all wireless <br /> telecommunications facilities. The American National Standards Institute (ANSI) <br /> and the Institute of Electrical and Electronics Engineers (IEEE) establish <br /> operational safety standards for radio frequency electromagnetic fields. This <br /> installation will comply with all FCC rules and standards. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning <br /> Code and the applicant must obtain any required State and/or Federal permits. <br /> 3 <br /> r <br />
