Accessibility to public transit, and traffic reduction measures proposed by <br /> the applicant to reduce dependence of the proposed use on the <br /> automobile. <br /> Finding: The proposed facility is unmanned. <br /> Conclusion: Criterion is not applicable. <br /> SPU SPECIFIC EVALUATION CRITERIA: <br /> EMC 19.41.150.D.1.b. of the Zoning Code - Special Property Use Permits - contains <br /> specific evaluation criteria for Above Ground Utility and Communication Facilities. While <br /> the criteria are not specifically listed herein, the following findings are made: <br /> 1. The 60-foot communication tower with future antennas cannot be fully screened but <br /> will not create significant visual impacts to the surrounding property. Fencing and <br /> landscaping would be provided to screen lower-height structures. <br /> 2. This tower will house wireless communication antennas. The Applicant conducted <br /> a search of nearby wireless installations and determined that there are no existing <br /> sites within its search area that would meet its specific needs (narrative statement). <br /> 3. The tower is located about 500 feet from the nearest residentially zoned property. It <br /> is approximately 205 feet from a designated Gateway Corridor(19th Ave SE). The <br /> Applicant considered alternative sites during the site selection process. However, <br /> because of specific coverage objectives and capacity limitations of other existing <br /> sites in the vicinity, these sites were considered not viable. <br /> 4. Since the proposed tower is located at least 200 feet from a gateway corridor and <br /> more than 300 feet from a residential zone, a Review Process I I is required for the <br /> Special Property Use permit. <br /> 5. The communication tower must be above ground due to the nature of wireless <br /> communications. Equipment shelters for wireless support facilities are typically <br /> located above-ground due to the expense of placing them within a vault and due to <br /> maintenance/access needs. <br /> 6. This project involves construction of a 60-foot monopole tower. It is located within <br /> an existing commercial area. According to the Applicant's narrative information <br /> submitted with the application, the proposed tower height is the minimum necessary <br /> in order to meet strategic needs and provide "line-of-site" access to customers, <br /> while still allowing for future colocation. <br /> 7. Because the distance to the nearest residentially zoned property exceeds the <br /> height of the tower, it could not fall onto any residences. <br /> 8_ Removal of the above ground utility will be required if its use is discontinued for 120 <br /> days. <br /> 9. Not applicable. This project involves construction of a new communication tower. <br /> Installation of the required communications equipment on an existing building or <br /> 4 <br />
