2. REPORTING REQUIREMENTS <br /> a. The Subrecipient shall submit with each reimbursement request a report <br /> indicating the status of Work Plan activities for which reimbursement is <br /> sought in the format provided by the County. <br /> b. The Subrecipient shall also comply with the Federal Funding Accountability <br /> and Transparency Act(FFATA) and related OMB Guidance consistent with <br /> Public Law 109-282 as amended by section 6202(a) of Public Law 110-252 <br /> (see 31 U.S.C. 6101 note) and complete and return to the County the <br /> FFATA Form located at http://mil.wa.gov/emergency-management- <br /> division/grants/requiredgrantforms; which is incorporated by reference and <br /> made a part of this Agreement. <br /> c. The Subrecipient shall participate in the State's annual capabilities <br /> assessment for the State Preparedness Report. <br /> 3. EQUIPMENT AND SUPPLY MANAGEMENT <br /> a. Subrecipients and any non-federal entity to which the Subrecipient makes <br /> a subaward shall comply with 2 CFR 200.318—200.326, to include but not <br /> limited to: <br /> i. Upon successful completion of the terms of this Agreement, all <br /> equipment and supplies purchased through this Agreement will be <br /> owned by the Subrecipient, or a recognized non-federal entity to <br /> which the Subrecipient has made a subaward, for which a contract, <br /> subrecipient grant agreement, or other means of legal transfer of <br /> ownership is in place. <br /> ii. All equipment, and supplies as applicable, purchased under this <br /> Agreement will be recorded and maintained in the Subrecipient's <br /> inventory system. <br /> iii. Equipment records shall include: a description of the property; the <br /> manufacturer's serial number, model number, or other identification <br /> number; the source of the equipment, including the Federal Award <br /> Identification Number (FAIN); Catalogue of Federal Domestic <br /> Assistance (CFDA) number; who holds the title; the acquisition date; <br /> the cost of the equipment and the percentage of Federal <br /> participation in the cost; the location, use and condition of the <br /> equipment at the date the information was reported; and disposition <br /> data including the date of disposal and sale price of the property. <br /> iv. The Subrecipient shall take a physical inventory of the equipment <br /> and reconcile the results with the property records at least once <br /> every two years. Any differences between quantities determined by <br /> the physical inspection and those shown in the records shall be <br /> investigated by the Subrecipient to determine the cause of the <br /> difference. The Subrecipient shall, in connection with the inventory, <br /> verify the existence, current utilization, and continued need for the <br /> equipment. <br /> v. The Subrecipient shall be responsible for any and all operational and <br /> maintenance expenses and for the safe operation of their equipment <br /> and supplies including all questions of liability. The Subrecipient <br /> shall develop appropriate maintenance schedules and procedures <br /> to ensure the equipment and supplies are well maintained and kept <br /> in good operating condition. <br /> vi.
