exclude the portion of the Merrill Creek Parkway right-of-way <br /> that the Applicant dedicated to the City. <br /> The Applicant originally proposed a project at 14 . 7 <br /> dwelling units per gross acre. After completion of the EIS, <br /> the proposal was revised to 1 ,284 units or 13 . 2 dwelling units <br /> per gross acre. During the Planning Commission hearing <br /> process, the Applicant again revised the proposal to 1, 128 <br /> units or 11 . 9 units per gross acre. The Planning Commission <br /> recommendation was approval of a proposal at 1 ,070 units or <br /> 11 . 3 units per gross acre. This includes three multiple <br /> family phases at 12 . 1 dwelling units per gross acre and a <br /> single family phase at 4 . 7 dwelling units per gross acre. <br /> City Council finds that this density is in conformance with <br /> the General Plan policies and map designation for the site. <br /> CONCLUSION <br /> The site is designated Low Density Multiple Family (10 to <br /> 15 dwelling units per gross acre) and is located between areas <br /> to the north which are designated single family and areas to <br /> the south and west which are designated Office and Industrial <br /> Park. The single family, townhouse, and multiple family uses <br /> proposed on the site will provide a transition between the <br /> existing single family uses and the more intensive uses to the <br /> south and west. The Concomitant Agreement includes conditions <br /> which implement the General Plan policies and map designation. <br /> The density recommended for approval by the Planning <br /> Commission (11. 3 dwelling units per gross acre) is within the <br /> density range of the General Plan designation for the site (10 <br /> 1 to 15 dwelling units per gross acre) . The project is in <br /> harmony with the General Plan policies and map designation. <br /> FINDINGS <br /> Buffers/Separation from Less Intensive Uses: The General <br /> Plan includes a policy which states, "Multiple Family <br /> Residential projects should provide adequate separation, <br /> 12 <br /> 1 <br />
