The Everett Planning Department submitted that with conditions, the <br /> noise that emanates from this site will not be disruptive to surrounding <br /> properties. The property will be compatible with other uses in the <br /> area. <br /> 13. Pursuant to the State Environmental Policy Act, a Declaration of <br /> Non-Significance (DNS) was issued for the proposed project on September <br /> 29, 1989. The impacts of noise, parking and traffic safety were <br /> considered in the environmental review. <br /> 14. One of the Applicants, Teresa Nelson, lives on-site. The City indicated <br /> that the use of the site is primarily for residential purposes and the <br /> child care operation is secondary to this use. <br /> 15. The use will not have a serious adverse effect on the ecology and/or <br /> environment of the community. <br /> 16. Day care is a growing problem within the City of Everett and Snohomish <br /> County. Because of the increased number of adults working, there is a <br /> public need for adequate and good child care services. In addition, the <br /> neighborhood, where the subject property is located, includes much new <br /> development and a need for licensed day care is apparent. <br /> 17. The Everett Planning Department recommended approval of the Special <br /> Property Use Permit as set forth in the staff report. <br /> 18. The following correspondence was received and was made part of the <br /> official record: <br /> A. Letter dated October 19, 1989, from Monica Fisher. The letter <br /> writer stated that her daughter attends the day care center. She <br /> contended that she had never experienced any problems with the <br /> parking or traffic at the site. She stated that she takes her <br /> daughter to the facility at 6:30 a.m. and picks her up at 4:20 <br /> p.m. and she finds it easier to use the driveway than to park in <br /> the street. Because of the early hours, her daughter is often <br /> sleeping and she must carry her into the facility. <br /> B. Letter dated October 17, 1989, from Steven Weisserrfluh. The <br /> letter writer indicated that his son has been attending the day <br /> care center since 1987. The witness has encountered no problems <br /> with the parking or traffic in the area. He supported the use of <br /> the day care center. <br /> C. Letter dated October 18, 1989, from April Bettinger. The letter <br /> writer submitted that her daughter attends the day care center at <br /> the site. She submitted that in the mornings and evenings there <br /> are no problems with traffic or access to the site. She stated <br /> that she sees no problem with the use of the driveway and it does <br /> not disturb properties. <br /> R► <br />
