• <br /> 000008 <br /> Bay Ridge Development <br /> SMA 7-88 <br /> Page -10- <br /> 32. A representative of the City, Dan Mathias, submitted that the storm <br /> drainage water run-off will have to be controlled with either a <br /> detention pond or some type of retention facility. Such a facility <br /> will be required to retain at least an acre foot of water in order to <br /> adequately drain the site. (Mathias testimony) <br /> 33. The City recommended grass lined swales in series with wet ponds be <br /> required to provide treatment of any storm water run-off to the site. <br /> The wet ponds shall be designed to provide a minimum of 24 hours of <br /> detention time for all storms up to and including a five year, 24 hour <br /> storm. These swales, according to the City, will adequately drain the <br /> site and provide cleansing of the storm water. <br /> 34. A Witness David Bartle submitted that the City has not done an adequate <br /> study of the storm water run-off. (Bartle testimony) <br /> Water <br /> 35. The existing water system can provide 3,500 to 3,700 gallons per minute <br /> which may not be adequate for fire protection. Thus, in order provide <br /> adequate fire protection, a looped water system from S.R. 527 to <br /> another existing water main will be required. According to the City, <br /> the exact water system requirements will be determined after <br /> consultation with the Fire Marshal of the City of Everett. (staff <br /> report, Ervine testimony) <br /> 36. An on-site water main will be staked within an easement dedicated to <br /> the City. The water system will be required to be submitted per City <br /> Design and Construction Standards and specifications. (staff report) <br /> 37. The Applicant submitted that development of the subject property and <br /> the use of an existing water system for fire protection should not be <br /> conditioned upon development of other projects. The Applicant <br /> requested that the City modify its language in the recommended <br /> condition on this issue. (Cattle testimony) <br /> 38. A Witness Kaminski submitted that water quality should be considered in <br /> any development of the site. (Kaminski testimony) <br /> Density <br /> 39. The Applicant has proposed 188 units on the 7.57 acre site. The <br /> project is to be developed at a density of 24.9 dwelling units per <br /> acre. This density was determined by use of the entire parcel of land <br /> prior to any dedication to the City or State for right-of-way <br /> purposes. The wetlands are also considered as part of the density--of <br /> the site. (staff report, Cattle testimony) <br /> 000054 <br />
