00OO8 <br /> Bay Ridge Development Order <br /> May 26, 1989 <br /> Page -2- • <br /> FINDINGS OF FACTS <br /> I. Density <br /> 1. The evidence originally submitted for the record indicated a discrepancy <br /> of the exact acreage available for development. The acreage figures, as <br /> set forth in the Planning Department's staff report, in sewage <br /> assessments and on plat maps were not consistent. As a result, the <br /> Applicant was required to submit documentation to support the exact <br /> acreage of the site. <br /> 2. Based upon a survey done by the Applicant's engineer, Dodds Engineering <br /> Inc. , the total calculated gross area,of the proposed development is <br /> 7.579 acres. This figure represents all of the property east of S.R. <br /> 527, including the .35 acres of wetla'ads and the .172 acres required for <br /> right-of-way dedication. This figure does not include the .04 acres of <br /> property to be dedicated west of S.R. 527. <br /> 3. Property in a R-3(A) Zone with multiple dwellings is allowed to be <br /> developed with a minimum of 1,700 square feet land area per unit. <br /> 4. The total number of square feet to be developed on the subject property <br /> is 330,141. This square footage divided by the permitted 1,700 square <br /> feet land area per unit results in a permitted density for the site of <br /> 194.2 units. The Applicant has proposed 188 units. The Applicant's <br /> request satisfies the allowable density for R-3-A zoned property. <br /> Air <br /> II. School Bus Access <br /> 5. Condition #25 of the April 18, 1989, Decision required a school bus pick <br /> up be located on the internal road of the proposed development. <br /> 6. The Everett School District No. 2 requested that Condition #25 be <br /> deleted and that the school bus pick up be located at the bus stop on <br /> S.R. 527. According to the School District, the internal school bus <br /> pick up creates safety problems because of the lack of area necessary to <br /> maneuver the school buses. <br /> 7. The Silver _Lake Action Committee and its members acknowledged the need <br /> for safety as stated by the School District. The Committee, however, <br /> recommended that if the school bus pick up stop is placed on S.R. 527, <br /> that there be a dedication of additional right-of-way required in order <br /> to get the school bus/transit turn-out out of the current and future <br /> traffic lanes of S.R. 527. <br /> CONCLUSIONS <br /> 1. Pursuant to EMC 19.19.O20(A) the 188 units, as proposed for the <br /> development of the property west of S.R. 527, satisfies the density <br /> standards for R-3-A zoned property. <br /> 000038 <br />
