4. Detailed plans shall be submitted to the Planning Department for review and approval prior to commencing the fill operation showing the hydroseed mixture proposed for the filled areas and the general treatment proposed for any other areas disturbed during construction. The City shall protect surrounding vegetation from erosion runoff from the construction area through the installation of silt fences, haybales, etc., between the filled areas and the surrounding vegetated areas. The perimeter of the site to be surcharged for future park building construction shall be bermed to prevent material erosion into the Snohomish River or other drainage channels adjacent to the site. (SEPA Earth, Water, and Land and Shoreline Use Policies/Snohomish County Shoreline Master Program) 7. Compliance with Federal Regulations Title 24 (CFR) Section 60.3 is required. (Federal Flood Insurance Regulations) 8. The City shall provide temporary erosion control in the form of bridging across all drainage ditches and by placement of silt fences in and around drainage ditches as necessary to prevent drainage from the project site into adjacent ditches. Construction water shall be pumped into lagoons or settlement ponds. 9. No motor vehicle use is permitted including two- or three-wheeled vehicles, on beaches, dunes, or fragile shoreline areas except for maintenance and preservation of public health and safety. 10. The applicant shall provide all necessary background information to the Planning Department as required by SCSMP landfill general regulation #3 (pp. F35 & F36) prior to issuance of clearing and grading permits for this proposal. 11. Detailed drawings in accordance with City design and construction standards shall be submitted to the Public Works Department showing site parking layout, utilities, storm drainage, temporary construction erosion control, and all required improvements in the public right-of-way. Public Works Department approval of these drawings is required prior to any permits being issued. All improvements shall be completed, approved and warranted before the Occupancy Permit is issued. 12. The project shall be developed according to the site plan attached as Exhibit 7. Minor deviations (10% or less) from the proposed plans shall be reviewed by the Planning Director to determine if additional public review is necessary. Major deviation from the instant application shall be submitted for review and approval by the Planning Commission. -5-
