4. Detailed plans shall be submitted to the Planning Department for <br /> review and approval prior to commencing the fill operation showing <br /> the hydroseed mixture proposed for the filled areas and the general <br /> treatment proposed for any other areas disturbed during <br /> construction. The City shall protect surrounding vegetation from erosion runoff <br /> from the construction area through the installation of silt fences, <br /> haybales, etc., between the filled areas and the surrounding <br /> vegetated areas. (SEPA Earth and Water Policies/City Drainage <br /> Ordinance 514-78) <br /> 6. The perimeter of the site to be surcharged for future park building <br /> construction shall be bermed to prevent material erosion into the <br /> Snohomish River or other drainage channels adjacent to the site. <br /> (SEPA Earth, Water, and Land and Shoreline Use Policies/Snohomish <br /> County Shoreline Master Program) <br /> 7. Compliance with Federal Regulations Title 24 (CFR) Section 60.3 is <br /> required. (Federal Flood Insurance Regulations) <br /> 8. The City shall provide temporary erosion control in the form of <br /> bridging across all drainage ditches and by placement of silt fences <br /> in and around drainage ditches as necessary to prevent drainage from <br /> the project site into adjacent ditches. Construction water shall be <br /> pumped into lagoons or settlement ponds. <br /> 9. No motor vehicle use is permitted including two- or three-wheeled <br /> vehicles, on beaches, dunes, or fragile shoreline areas except for <br /> maintenance and preservation of public health and safety. <br /> 10. The applicant shall provide all necessary background information to <br /> the Planning Department as required by SCSMP landfill general <br /> regulation #3 (pp. F35 & F36) prior to issuance of clearing and <br /> grading permits for this proposal. <br /> 11. Detailed drawings in accordance with City design and construction <br /> standards shall be submitted to the Public Works Department showing <br /> site parking layout, utilities, storm drainage, temporary <br /> construction erosion control, and all required improvements in the <br /> public right-of-way. Public Works Department approval of these <br /> drawings is required prior to any permits being issued. All <br /> improvements shall be completed, approved and warranted before the <br /> Occupancy Permit is issued. <br /> 12. The project shall be developed according to the site plan attached as <br /> Exhibit 7. Minor deviations (10% or less) from the proposed plans <br /> shall be reviewed by the Planning Director to determine if additional <br /> public review is necessary. Major deviation from the instant <br /> application shall be submitted for review and approval by the <br /> Planning Commission. <br /> -5- <br />
